France’s President Emmanuel Macron wins second term in Office.

Emmanuel Macron has won five more years as the president of France after a convincing victory of 58.55% over rival Marine Le Pen’s 41.45%.

The centrist leader (Macron) who won by a greater margin than expected told jubilant supporters at the foot of the Eiffel Tower that now that the election was over, he would be a “president for all”.

Le Pen conceded defeat saying her vote share still marked a victory as she secured the far right’s highest share of the vote yet.

She told her supporters that the ideas her National Rally represented, had reached new heights.

In his victory speech on Sunday night Macron said it would be his responsibility and that of those around him.

“An answer must be found to the anger and disagreements that led many of our compatriots to vote for the extreme right,” said Macron.

Macron’s victory was welcomed by several European leaders with relief, as they feared a far-right candidate was offering a series of anti-EU policies.

“Together we will move France and Europe forward,” said European Commission President Ursula von der Leyen.

Ibanda: 65 year old woman robbed and killed.

Police in Ibanda district have discovered the body of a 65 year old woman in her house.

The deceased identified as Dinavence Kimanyendwa, was a resident of Rwemengo I cell, Rwengwe parish, Kikyenkye Sub-county, Ibanda district whose body was reportedly found wrapped in a mattress in her house with her mouth tied.

Julius Bitwabaabo, the LC I chairperson Rwemengo cell says on Saturday evening, the deceased was attacked by unknown people as she was about to have supper. The assailants suspected the deceased had money; they attacked her and strangled her to death before taking off with unspecified amount of money and property.

SP Waibi Philbert, the Ibanda District Police Commander condemned the act and said that they are working day and Night to identify the assailants and bring them to book.

Police rushed to the crime scene and by press time, the body of the deceased has been taken to Ruhoko health center IV for a postmortem.

Police to investigate the death of UPDF officer in Lira

Security officers have dismissed claims that Lt. Col. Abeni was shot prior to his death. 

Police in the North Kyoga Region are investigating the circumstances under which a Uganda People’s Defense Forces (UPDF) officer died in Lira City on Sunday night.


 
Amos Nsamba Magango, the UPDF 5th Division spokesperson, confirmed that the incident and identified the deceased as; Lt Col. Charles Omara Abeni, who was attached to the Magamaga Service Brigade.

Abeni reportedly became unconscious and collapsed while bathing at his home at Akia Cell, Lira City East Division, Lira City, around 10:10pm on Sunday, he was rushed to Lira Regional Referral Hospital for medication but he was pronounced dead upon arrival. 

Jimmy Patrick Okema, the North Kyoga regional police spokesperson dismissed claims circulating on social media and local radio stations that Lt. Col. Abena was shot dead saying investigations into the unfortunate death have commenced and a clear report regarding his death will come out upon completion of post-mortem.

Kiruhura: UGX 10 billion Multipurpose Water dam project launched.

Authorities in Kiruhura and Mbarara districts on Thursday witnessed the launch of a UGX 10b project that will oversee the reconstruction works of Kyenshama dam in Ankole sub region to serve the two districts during season of drought.

The function that was conducted in Kyenshama, the Kiruhura and Mbarara districts’ border was graced by leaders from the two districts, officials from the ministry of water and environment, the contractor; the Global International Services Limited under the management of Kwesiga Francis and the locals.

Dan Mukago Rutetebya, the LCV chairperson Kiruhura district who presided over the launch, called upon the ministry of water and environment to ensure the contractor provides site book for people monitoring the implementation of the project to sign and write down their comments during the eighteen month-long construction period.

Basil Bataringaya Rwankwene, the Member of Parliament Kashari north, Mbarara district explained that as the team had discussed with the contractor the water is mainly for production for crop and livestock farming and not for domestic use.

Mukago also urged the people to utilize just the water facility very well to remain clean and control siltation.

Twimobusingye Jovanice Rwenduuru, the Kiruhura district Woman Member of Parliament appreciated the government for thinking about it’s people by reconstructing Kyenshama dam that has been used as watering point for animals.

Rwenduru said women who have been spending a lot of time to come and fetch water from the dam now will be fetching water from nearby their homes and have time to do more domestic business.

She added that the improved dam, can be used for other important economic activities like fishing, promoting tourism and investment which were not there before.

Tayebwa Herbert, the Member of Parliament Kashongi requested local leaders to teach and guide the population to be hard working.

Kasagara Edward, the Chief Administrative officer (CAO) Mbarara district informed the public that memorandum of understanding between Kiruhura and Mbarara district on the sharing of local revenue from Kyenshama weekly market is yet to be approved and signed by solicitor general in Kampala to ensure amicable coexistence.

The construction of the dam comes as a fulfillment of the pledge by President Yoweri Museveni, for the 2021-2026 presidential term where Government proposed increased commercialization & competitiveness of agricultural production & agro-processing for increased export value of selected agricultural commodities.

Mwai Kibaki: Kenya’s first opposition president dies aged 90

Mwai Kibaki, who served as Kenya’s third president has died aged 90

Kibaki’s death was announced on Friday by his predecessor and current president; Uhuru Kenyatta.

“It is my sorrowful duty to announce to the nation the passing on of H.E. Emilio Mwai Kibaki, the Third President of the Republic of Kenya. Mwai Kibaki lived a dedicated life of public service. We salute a leader and notable father figure in the chronicles of our Nation who strove so hard and accomplished so much for his country. A nation he so deeply cherished and served with commitment and an unbending will to improve the lives of our people,” said Kenyatta.

“Mwai Kibaki will forever be remembered as a gentleman in Kenyan politics, a brilliant debater and one who steered development in the country. As we mourn this immeasurable loss, we recall with eternal gratitude President Kibaki’s patriotic journey in service to his Country, which can be traced way back to Kenya’s fight for liberation,” said Kenyatta.

Kenyatta ordered a mourning period to honour Kibaki, during which flags will be flown at half-mast.

Biography

Emilio Stanley Mwai Kibaki was born on 15th November, 1931 to Kibaki Gĩthĩnji and Teresia Wanjikũ, in Thunguri village, Othaya division of Kenya’s then Nyeri district, present day Nyeri County. 

The youngest son of Kikuyu peasants was baptised as Emilio Stanley by Italian missionaries in his youth, he however came to be better known as Mwai Kibaki throughout his public life.

Education

Kibaki attended Gatuyainĩ School for the first two years, where he completed the then Sub “A” and “B” (the equivalent of Kenya’s standard one and two).

He later joined Karima mission school for the three more classes of primary school

From 1944 and 1946, he moved to Mathari School (present day Nyeri High School) for Standard four to six.

From 1947 and 1950, he attended to Mang’u High School where he studied and passed his six subjects’ “O” level examination with Grade 1 Distinction.

Kibaki moved to Kampala, Uganda to study economics, History and Political Science, at Makerere Univeristy where he graduated best in his class in 1955 with a First Class Honours Degree (BA) in Economics.

After his graduation, Kibaki took up an appointment as Assistant Sales Manager Shell Company of East Africa, Uganda Division. During the same year, he earned a scholarship entitling him to postgraduate studies in any British University where he enrolled at the prestigious London School of Economics for a BSc in public finance, and graduated with a distinction.

In 1958, he went back to Makerere University where he taught as an Assistant Lecturer in the economics department until 1961.

Political Career

In early 1960, Mwai Kibaki left academia for active politics by giving up his job at Makerere and returning to Kenya to become an executive officer of Kenya African National Union (KANU), at the request of Thomas Joseph Mboya the then secretary general of KANU).

Kibaki then helped to draft Kenya’s Independence Constitutution.

In 1963, when Kenya got its independence, Kibaki was elected Member of Parliament and he was consequently appointed the Permanent Secretary for the Treasury.

In 1963, Kibaki was appointed Assistant Minister of Finance and chairman of the Economic Planning Commission and in 1966; he was promoted to Minister of Commerce and Industry. 

In 1969, he became Minister of Finance and Economic Planning where he served until 1982.

From 1969–1981, Kibaki served as Minister of Finance under Kenyatta government where Kenya enjoyed a period of relative prosperity, fueled by a commodities boom, especially coffee, with remarkable fiscal discipline and sound monetary policies.

In 1979, Kibaki was elected as Member of Parliament via his rural home, Othaya. He has been re-elected Member of Parliament for Othaya in the subsequent elections of 1979, 1983, 1988, 1992, 1997, 2002 and 2007.

In 1978, when Daniel Arap Moi succeeded Jomo Kenyatta as President of Kenya, Kibaki was elevated to Vice Presidency and kept the Finance portfolio until Moi changed his ministerial portfolio from Finance to Home Affairs in 1982.

From 1969–1981, Kibaki served as Minister of Finance under Kenyatta and Moi governments and from 1982–1988, he served as Minister for Home Affairs under the Moi government.

From 1978 to 1988, he served as the fourth Vice President of Kenya for ten years under President Daniel Arap Moi.

Kibaki fell out of favor with President Moi and in March 1988, he was dropped as vice president and moved to the Ministry of Health where he served from 1988–1991.

In the months before multi-party politics were introduced in 1992, he infamously declared that agitating for multi-party democracy and trying to dislodge KANU from power was like “trying to cut down a fig tree with a razor blade”

From 1992 to 2002, Kibaki served as an opposition Member of Parliament where from 1998 to 2002, he served as the Leader of Opposition in Parliament.

In December 1991, Kibaki left KANU and founded the Democratic Party (DP). In the 1992 General Election he vied for the presidency and finished third. And in 1997, he competed again for the country’s top seat, finishing second.

In preparation for the 2002 elections, the DP joined several other parties to form the National Alliance Party of Kenya (NAK). NAK allied itself to the Liberal Democratic Party (LDP) to form the National Rainbow Coalition (Narc).

On December 27, 2002, Narc won with 62% of the votes and Kibaki was successfully elected President of Kenya, where he served two terms ruling from 2002 to 2013.

His 2002 election ended 40 years of one-party rule since independence.

Transport fares increased over rising fuel prices

Taxi operators under their umbrella body; Uganda Taxi Operators Federation (UTOF) have agreed to raise transport fares across the country citing the rising fuel prices.


During their meeting held at the UTOF offices in Kampala on Thursday, UTOF approved the increment in transport fare with effect from Friday 22nd April.


Rashid Mugenyi Sekandi, the chairperson UTOF, asked passengers not to be surprised by the increased fare but to bear with them as they unanimously agreed to increase the fares due to increased costs of operation.

“We had thought of increasing the fare starting next week but members decided that it should be effected starting tomorrow (Friday),” said Sekandi.


 “We have increased the transport fares but it is not much, for example town routes have increased by Shs500 for 20km-30km, Shs1,000 for 30km-80km, Shs2,000 for 80km-120km, then long routes have increased between 3,000 and Shs5,000 depending on the distance,” said Sekandi.

Moses Birungi, the UTOF Spokesperson, says petrol and diesel pump prices now exceed Shs5,000 per litre at many petrol stations countrywide, a situation that has left them with no choice but to increase the fares.

Sekandi also revealed that they had reached out to the Minister of Works and Transport, Gen Katumba Wamala on Monday who said that the government has no alternative on the fuel crisis.

On April 21, UTOF through a document notified the Ministry of Transport and Works (MoWT) about the changes made in the public transport service, expressing their concern about the daily increasing prices of fuel.

Nelson Ssekandi, the chairperson of Kisenyi and Namayiba bus terminal revealed that at least 95 percent of the bus owners are willing to increase the fares.

Ssekandi said that association of bus operators has called for an emergency meeting on Monday where they will engage the stake regulators and see what to do on the fares of the transport.

“We heard that the taxi operators were to increase the fares by next week.  But we as bus operators, we have a body that governs us; Uganda Bus Owners Association (UBOA). Before we increase the fares, we have to get the directors and bus operators to have a meeting first,” said Ssekandi.

Ssekandi added that Buses that move across East Africa have already increased their fares. “For example they have been charging Shs120,000 from Kampala to Nairobi now it is Shs180,000-Shs200,000.  For South Sudan, they have been charging Shs150,000, but now it is Shs200,000 all because of fuel. Passengers cannot afford the new fares across East Africa, they have now resorted to carrying cargo,” Ssekandi noted

He also appealed to the government to revise the issues of fuel prices because people are running away from business.


Responding to the call on government intervention, Suzan Kataike, the Senior Public relations officer at MoWT, said the ministry has not yet endorsed the proposal of hiking transport fares.


“We requested them to submit their proposals. It is only after they have presented the proposals that the ministry will be able to assess and come up with an agreeable position,’’ said Kataike.

President Museveni pledges UGX 1bn towards Martyrs day celebrations, Fort-portal Cathedral renovation.

President Yoweri Museveni has pledged to contribute UGX1 billion to Fort Portal Diocese towards the Fort Portal cathedral roofing, the Virika Cathedral renovation and preparations for June 3rd Martyr’s Day celebrations at Namugongo.

The president made this promise on Wednesday afternoon during a meeting with leaders from Kabarole and eminent members of the Fort Portal Catholic Diocese at his country home in Rwakitura, Kiruhura District.


The delegation that met and held discussions with the president was led by the Minister of Tourism, Hon. Tom Butime, Bishop of Fort Portal catholic diocese, Rt. Rev. Robert Muhiirwa, Minister of Agriculture, Hon. Frank Tumwebaze (who is spearheading the mobilization exercise), the MP Fort Portal central Division, Hon. Alex Ruhunda and Monsignor Isaiah Mayombo among others.

“I am going to give you Shs1 billion for the two, i.e. the cathedral roof and Martyrs Day preparations. As a custom, the celebration of this noble event is preceded by numerous preparations with spiritual and material mobilization,” said Museveni.

Uganda Episcopal Conference selected Fort Portal Diocese to spearhead the preparations for this year’s Martyrs Day slated on June 3, 2022.

This year’s celebrations will be the second Martyrs celebrations led by the Fort Portal Diocese since 1997; 25 years ago.

Museveni’s pledge comes almost a month after Fort Portal Diocese launched a fundraising campaign to raise approximately UGX 1b it needed to lead this year’s Uganda Martyrs celebrations.

Robert Muhiirwa, the Bishop of Fort Portal Diocese, appreciated the President and revealed that the budgeted UGX1bn will cover a range of activities including liturgy, finance, protocol and security, catering, transport, construction, and decoration.

The celebrations shall be under the theme, “Baptised and sent to witness Christ with love and hope Mathew. 28:19, Romans. 8:35” which is a reflection of the way the martyrs died; they were men of faith baptized with water, but some were not yet baptized (baptism of blood).

Russia tests nuclear-capable missile that Putin calls world’s best

Russian President Vladimir Putin said on Wednesday that Russia has successfully tested the Sarmat intercontinental ballistic missile, saying the weapon capable of carrying nuclear charges will make Kremlin’s enemies “think twice.”

The Sarmat dubbed Satan 2 by Western analysts is among Russia’s next-generation missiles that Putin has called “invincible”, and which also include the Kinzhal and Avangard hypersonic missiles.

Last month, Russia revealed that it used Kinzhal for the first time in warfare to strike a target in Ukraine, where Russian troops have been engaged in a special military operation since February 24.

In televised remarks on Wednesday, Putin congratulated the army upon the successful launch of the Sarmat intercontinental ballistic missile.

“This truly unique weapon will strengthen the combat potential of our armed forces, reliably ensure the security of Russia from external threats and make those who, in the heat of aggressive rhetoric, try to threaten our country, think twice,” said Putin.

Russia’s defence ministry also said in a statement that the test which took place at the Plesetsk Cosmodrome in northern Russia was successful.

According to the ministry, the missile delivered training warheads to the Kura test range of the Kamchatka peninsula, in Russia’s Far East.

Kitagwenda: wetland encroachers given 21 days to vacate

Authorities in Kitagwenda district have given encroachers in Kikoyo wetland an ultimatum of 21 days to vacate the swamp or face arrest and prosecution.

Responding to accusations by residents in Kitagwenda district, that the district only targets ordinary people for evictions from degraded wetlands, Anthony Karyegira, the Kitagwenda district natural resources officer said the encroachers who include big shots in the district were issued restoration notifications last week.

“We are giving them the benefit of doubt, if they refuse to comply, then we will move in fully and forcefully remove them, “said Karyegira in an interview on April 21.

Kalyegira reaffirmed their neutrality, explaining that there is no rich or poor in environmental conservation as all are under one law.

Notably, Nulu Byamukama, the Member of Parliament for Kitagwenda County was one of the encroachers whose eucalyptus trees were mowed down during last year’s massive eviction exercise from Kikoyo wetland where several acres of mature eucalyptus trees that were illegally planted in the swamp were cut down by the district and the regional wetlands office.

Currently, the district is planning to evict half a dozen other illegal occupants from River Mpanga gorge, said Kalyegira. 

Kalyegira revealed that the operation seeks to rid the river buffer zone within a range of 100 metres on either side as well as the entire stretch from Nyabani up to the point where River Mpanga pours its waters into Lake George, an estimated 800 hectares, of illegal activities like brick-making, vegetable growing and planting of eucalyptus trees and settlement.

Church of Uganda, NDA partner to end Drug abuse in schools

National Drug Authority has entered into a Memorandum of Understanding (MOU) with the Anglican Church of Uganda (COU) intended to implement a school-based drug abuse prevention program in COU-founded secondary Schools.

The launch of this partnership that happened on Wednesday coincided with the visit of Archbishop of COU, the Most Rev Dr. Samuel Stephen Kaziimba Mugalu to inspect NDA’s quality control laboratory in Mulago.

Speaking at the launch, Dr. Kazimba said that the ultimate objective of this partnership is to help youths in secondary schools avoid initiation into the use of drugs and if they have already started, they are helped to stop it.

Kazimba said that drug abuse has become a global problem today especially among the youth and Africa is at cross roads as far as addressing the drug abuse problem is concerned.

While referring to the African Union report 2020, Kaziimba reechoed that Africa will experience the largest growth in numbers of drug abuse by 2050 with drug abuse in East Africa is set to increase by 150% from 2 million to about 5.5 million by 2050.

“This is a challenge to us, drug abuse is predominantly a male problem, that’s why we need to give attention to the boy child because if we don’t we are losing,” he said.

Kaziimba revealed that males account for 90% of people getting drug abuse treatment.

Hellen Ndagije, the NDA head of product safety revealed that Kuba is the most common drug used in schools this is being packed in small packs and smuggled into schools.

She said the available drugs being used are in the form of biscuits, and sweets, and they are smuggled into schools.

She noted that the campaign which the organization has initiated in partnership with the church of Uganda will go a long way in curbing the vice.

Officials from NDA sign the MOU between NDA and COU on Wednesday.

Dr. Medard Bitekyerezo, the NDA Board Chairperson, noted that NDA has been deploying a multi-pronged approach including; creating and enhancing collaborations, physical and virtual engagements, use of information, Education and Communication tools and conducting research to end drug and substance abuse.

He said that the COU has for a long time exhibited strong stand against drug and substance abuse in its teachings, adding that they have been working with COU especially with the Northern Uganda Diocese to end the problem especially among the youths.

The MOU expects to widen NDA’s collaboration with the Anglican Church which notably has over 13 million believers in Uganda and is affiliated with several other institutions including schools, universities and media platforms.

“Faith based institutions are well positioned to reach almost all Ugandans as most of Ugandans have a religious inclination,” said Bitekyerezo.

In 2015, Uganda signed and ratified the United Nations (UN) Narcotic Convention, and passed a narcotic law which criminalizes substance abuse.
