City lawyer Mabirizi has asked to be availed with a copy of President Museveni’s driving permit.

In a letter dated January, 24, 2022, the controversial lawyer Hassan Male Mabirizi asked the Permanent Secretary Ministry of Works and Transport to provide him with a copy of president Museveni’s valid driving licence.

Mabirizi argues that if Museveni has a valid driving licence, he has committed a crime under section 58 (1) of the Traffic and Road Safety Act which states that a person disqualified from getting a driving permit and is found with one commits an offence.

And if he has no licence, then he committed an offence contrary to section 35(1) of the Traffic and Road Safety Act which states that a person shall not drive any class of motor vehicle unless he or she is in possession of a copy of valid driving licence in respect of that vehicle punishable by six months imprisonment.

Mabirizi has given the ministry of works 21 days to respond to this request.

Paul Ssemogerere leads his first Mass as the newly-installed Metropolitan Archbishop of Kampala Archdiocese.

Moments after the official installation of Rt. Rev. Paul Ssemogerere, the Archbishop-elect of Kampala Archdiocese at Rubaga Cathedral, he led his first mass where he emphasized unity, tolerance and protection of land.

Today marked the end of Ssemogerere’s 13-year service in Kasana -Luwero Diocese as Bishop.  Ssemogerere took over as the second Bishop of Kasana -Luwero Diocese on August 23, 2008, where he served until December 9, 2021, when Pope Francis appointed him Archbishop of Kampala Archdiocese.

Ahead of his installation, Ssemogerere set off early today from Kasana-Luwero Diocese. He first attended private prayers in adoration chapel. While being received, he was given a Bible and bouquet of flowers.

Thereafter he attended mass at Our Lady of Fatima Queen of Peace in Luwero town led by Monsignor Francis Xavier Mpanga who prayed for journey mercies and blessings for Ssemogerere in his new office. Dozens of priests and Christians joined Ssemogerere’s convoy to escort him to his new calling.

Ssemogerere said that he was happy for the Christians that turned up to bid him farewell and escort him to his new office.

Around 10:30am, he was installed by Papal Nuncio Luigi Blanco as the new Archbishop of the Kampala Archdiocese. Ssemogerere expressed gratitude to Pope for entrusting him with the responsibility to lead Kampala Archdiocese and prayed for the fallen Archbishop Cyprian Kizito Lwanga to continue resting in peace.

The installation was graced by various representatives from Parliament of Uganda, religious institutions, cultural institutions, politicians among others. In attendance was Vice President; Jessica Alupo, Deputy Speaker of Parliament; Anita Among, Minister for lands; Judith Nabakoba, former Vice President; Edward Ssekandi, Katikiro Charles Peter Mayiga and Prince David Wasajja of Buganda Kingdom , Thomas Tayebwa, parliament Chief whip, Mathias Mpuga, Leader of Opposition and NUP President Kyagulanyi Robert Ssentamu, among others.

President Museveni delegated Vice-President Jessica Alupo as his representative.

Deputy Speaker  Anita Among pledged to give all the necessary support in her powers to the Archbishop as he serves God’s people.

His Grace Paul Ssemogerere replaces the late Dr Cyprian Kizito Lwanga who died on April 3, 2021.

Obusinga Bwa Rwenzururu Emyooga SACCOs handed Ugx300 million

The Government of Uganda through the Presidential Initiative on Wealth and Job Creation (Emyooga Programme) has given shillings 300 million to the Obusinga Bwa Rwenzururu Emyooga SACCOs.


The shillings 300 million is meant to benefit 10 SACCOs under the Obusinga Bwa Rwenzururu. Each of the ten SACCOs will receive shillings 30 million to boost their local associations and help the members come out of absolute poverty.


The beneficiaries include Bukonzo West OBR Local leaders Emyooga SACCO, Bukonzo East OBR Local leaders Emyooga SACCO, Busongora South OBR Local leaders Emyooga SACCO, and Busongora North OBR Local leaders Emyooga SACCO and Kasese Municipality OBR Local leaders Emyooga SACCO.


Others are Bukonzo West OBR Veterans SACCO, Bukonzo East OBR Veterans SACCO, Busongora South OBR Veterans SACCO, Busongora North OBR Veterans SACCO and Kasese Municipality OBR Veterans SACCO.


Hellen Petronilla Masika, the Deputy Executive Director for the Microfinance Support Centre, a government owned institution that manages all government micro credit programmes revealed to the beneficiary group members during their training on how to use the money that was held at Collins Palm Gardens that they money had been wired on their accounts. 


She however warned the beneficiaries against misappropriation of the Emyooga funds, saying the defaulters would be arrested and prosecuted.


The Obusinga Bwa Rwenzururu Prime Minister, the Rt. Hon. Joseph Kule Muranga hailed government for considering them to also benefit from the Emyooga programme and pledged to use the funds for the purpose for which they were meant.


The Kasese Deputy Resident District Commissioner, Joshua Kisembo Masereka strongly warned the beneficiaries against the continued misuse of government funds and property given to the cultural institution.

Judith Babirye apologizes to co-wife and all Ugandans

Legendary singer Judith Babirye has emotionally come out and apologized to all Ugandans for the bitter scandles she has been involved in for the past few years especially her second marriage.

In a video she posted on her Instagram account, the Canada-based gospel singer turned politician Judith Babirye gave heart-warming words and apologized to Lukia Ntale, the legitimate wife to Paul Sebulime, Ugandans and God.

In 2005, Judith Babirye married Samuel Niwo and they became parents of one daughter in 2006 before they separated in 2009. In January 2017, the former Buikwe District Woman Member of Parliament Babirye filed for divorce before getting married to Paul Musoke Ssebulime in 2018.

In December 2018, Sebulime filed for divorce. According to court documents, Ssebulime testified that he had not seen or heard from Babirye for several months. He cited not knowing of his wife’s whereabouts for seven months before petitioning court. Ssebulime also accused Babirye of denying him conjugal rights and the two have since divorced.

Judith Babirye’s apology has been well received by several Ugandans saying to error is human as some even called her to return to her home country.

Bank of Uganda governor Mutebile dies at 72.

Bank of Uganda’s governor, Prof. Emmanuel Tumusiime-Mutebile, has passed on at Aghakhan Hospital, Nairobi this morning.

Born: 27 January 1949 in kabale district, Uganda, Mutebile has died aged 72.

He was appointed Governor Central Bnak of Uganda on 1st January 2001, a position he has held until his demise.

Mutebile has also been Chairman Board of Directors, He will be remembered by many as strong pillar in Uganda’s economy.

Fuel tanker explosion kills 2 in Mbale

Two people have been reported dead and several others injured after a fuel tanker exploded from Mile Six along Mbale-Tororo road in Mbale City.

The incident happened after the fuel tanker knocked a boda boda rider, lost control and over turned multiple times.

By press time, the two bodies had not been recovered, however a rescue team comprising police officers and Red Cross officials is still on scene to put out the fire.

The Elgon regional police spokesperson Mr Rogers Taitika confirmed the accident and added that they have temporarily diverted traffic to other roads to avoid more casualties.

Pastor Bugingo and Suzan Makula granted 3m bail.

Court presided over by Entebbe grade one magistrate Stella Okwong Paculal has granted Pastor Aloysious Bugingo and Suzan Makula a cash bail of sh3m each and sh10m non-cash to each of their three sureties.

This was after Director of Public Prosecution (DPP) represented by Timothy Amerit gave the response of no objection to the bail application.

The founder and proprietor of House of Prayer Ministries; Pastor Bugingo and his fiancée Suzan Makula Nantaba, were earlier charged by Entebbe magistrates court on two counts under the Marriage Act and one count under the Penal Code Act. The duo now face charges related to contracting marriage by customary law when already married which is contrary to section 50 of the Marriage Act and marrying a person previously married, which is contrary to section 42 of the Marriage Act.

The court also ordered the prosecutors Hassan Male Mabirizi and Robert Rutaro to provide DPP’s office with all the evidence gathered to convict the couple. Mabirizi vowed to appeal the matter to the High Court and the East African Court of justice.

The DPP also informed the court that all criminal charges relating to the matter, be merged under one file Entebbe CRB 24/2022 which was opened and taken up by the office of the DPP.

On December 20, 2003, Pastor Bugingo is said to have got married to Teddy Naluswa vide certificate number 376 through church marriage at Victory Church centre and on December 7, 2021, Bugingo conducted a customary marriage with Suzan Makula Nantaba at Bwerenga, Katabi town council in Wakiso district.

Magistrate Stella Okwong Paculal, ordered the couple to appear in court on February 18, 2022 for mention of charges as investigations into the matter continue.

Popular DJ commits suicide.

The Kenya music fraternity are mourning renowned spinmaster, DJ Lithium, born Alex Nderi who committed suicide yesterday at his workplace in Nairobi.

It is reported that the celebrated DJ pulled down his social media accounts and wrote a suicide note which partly said “I’m gone”, before taking the poison.

Ndyeri’s colleagues at work found him unconscious minutes after he had digested the poison. They called for help and he was taken to Nairobi Hospital where efforts to save his life became futile and he passed on.

Women banned from occupying front seats in trucks.

In an effort to mitigate the rampant road accidents in Lango Sub-region, authorities in Lira City have banned female market traders from sitting in the driver’s cabin with immediate effect.

This decision follows an accident that recently left 9 people dead and 19 injured in Agali Sub-county, Lira District last week. The accident occurred after a Fuso truck transporting traders and their merchandise returning to Lira City from Ajuri weekly market in Abako Sub-county, Alebtong District got involved in an accident at Pii-awac swamp a few kilometres from Lira City. Police attributed the accident to reckless driving, speeding and overloading. 

In another twist, female market vendors, have also been blamed for numerous accidents on most of the roads in Lango Sub-region.

The female passengers especially those in the front cabin together with truck drivers are accused of wearing short dresses which expose their thighs, which distracts drivers thus resulting in road accidents.

Patrick Opio Obote, the chairman of Lira City Mobile Market Vendors Association, said some of their female members dress indecently and demand to sit in the co-driver’s seat claiming that they do not want to sit behind the truck because of dusty roads.

He added that to reduce accidents, they resolved that with effect from Monday, January 17, no woman shall be allowed to sit in front of any truck transporting traders from Lira City to any weekly markets.

Bernard Anyeko Matsanga; the spokesperson for Lira Urban Transporters Association emphasized that no woman is allowed to sit in front with the driver, even if she is the wife to the owner of the vehicle.

Drivers are said to be already obeying all the directives with none of them overloading or speeding.

Full list of 79 prisoners pardoned by President Museveni.

About 79 prisoners including a Venezuelan drug trafficker have been freed in Uganda under an early January presidential instrument of pardon.

 

A Venezuelan national; Doralys Rodriguez Fagundez was in June 2018 arrested at Entebbe Airport after she was found with narcotic drugs. Rodriguez then in her late 20s was convicted and handed a concurrent 22-year-jail term in September 2018.

In a statement released by President Museveni in early January this year, the president granted pardon to 78 male and female Ugandan nationals from about 15 separate prisons across the country on public health and humanitarian grounds.

Frank Baine, the Uganda Prison Services Spokesperson told the press that the prerogative of mercy emerging through the latest presidential instrument of pardon has already been effected.  

What the law says

Under Article 121(1) (a) of the 1995 Ugandan constitution, the President may on the advice of the advisory committee exercise his right to pardon any person convicted of an offence, a pardon either free or subject to lawful conditions.
