73 Lubiri High School Students Face Suspension, Two Teachers Charged

Following inquiries and investigations into acts of indecent practice, exhibited by students of Lubiri High School, who were 10th June 2022 filmed doing hideous actions in a viral video footage, the Directorate of Criminal Investigations has charged two teachers identified as Joseph Nsubuga and Lydia Nabakka, with Neglect to Prevent a Felony under C/S 389 of the Penal Code.

In the video that went viral last month, the students, both boys and girls were filmed on a bus belonging to Midland High School, Kawempe involved in what appeared to be public sexual acts.

In a statement released by Police, with legal guidance from the DPP, it has recommended to the school management, the immediate suspension of students who participated in the indecent behavior and those who recorded and posted the videos on social media.

Police says that this will act as a lesson to other students in school, to behave in a more responsible manner. Police says it was established that it was not appropriate for the school to assign only two teachers, who failed to properly supervise the activities on the bus which carried 73 students, more than its sitting capacity of 67 students while returning from a field trip in Jinja.

“It was further established that although, the driver did not solicit the number of students, which is excusable. All teachers charged with the duty of superetending students in school, must exercise reasonable supervision over them and the attendant circumstances, “read the statement in part.

The statement also revealed that there was lack of enough supervision by the teachers during the field trip who instead of warning the students, left them to behave in an egregious and unsafe manner.

It is against this background that the statement further suggested that upon their return to school, they will be counseled by probation officers in charge of the area, on appropriate behavior and how to refocus their attention on learning.

“To the school administrators, the acts above exposed the students to danger, which calls for further vigilance. Remember when parents bring their children to school, it is a duty of the school management to take care of their children and ensure they are safe,” read the statement in part.

Police strongly condemns all acts of lawlessness, indiscipline and inappropriate behavior in schools due to the negative impact it causes students, parents and teachers and promised to continue to hold persons who expose students to danger accountable.

British Prime Minister resigns

British Prime Minister Boris Johnson has announced his resignation.

Following a wave of government resignations where more than 50 lawmakers have resigned from Johnson’s government this week, saying he was no longer fit to lead the country, UK Prime Minister Boris Johnson has announced his resignation as Conservative party leader.

Addressing the public at Downing Street in London, Britain, on Thursday, Boris Johnson said he is sad to be leaving what he described as the best job in the world adding that the nature of politics is that “no one is remotely indispensable.”

“I’ve today appointed a Cabinet to serve, as I will, until a new leader is in place…And our brilliant and Darwinian system will produce another leader, equally committed to taking this country forward through tough times,” said Boris Johnson.

Johnson said he will support his successor as much as he can. “To that new leader — whoever he or she may be — I say I will give you as much support as I can.”

“To you, the British public: I know that there will be many people who are relieved and perhaps, quite a few will also be disappointed. And I want you to know how sad I am to be giving up the best job in the world,” said Johnson.

In his historic landslide election in 2019, Johnson is said to have led the largest victory since Prime Minister Margaret Thatcher’s win in 1987, leaving the party with an 80-seat majority in the House of Commons.

He was however ultimately forced to resign because of perceptions about his character whereby many Conservative lawmakers as well many members of the public do not trust him.

Minister roots for coffee growing in poverty fight

Agriculture minister Frank Tumwebaze has urged Kamwenge district residents to embrace coffee growing as part of efforts aimed at poverty reduction among the masses.

The minister, also the Kibale East County MP, said that coffee growing will ensure sustainable household earnings, improve people’s standards of living and boost the district’s economy.

Hon Tumwebaze was addressing residents, sub-county and district leaders in Kamwenge town.

Presently, Kamwenge grows robusta and Arabica coffee varieties but its annual production is not clear.

Commenting on the issue, John Byoruganda, a coffee farmer in Mabare, Nkoma sub-county, notes that maize that Kamwenge is known for was no longer sustainable and has more risks compared to coffee.

He said, previously, the improved coffee wilt disease (CWD) resistant seedlings were distributed for free by Uganda Coffee Development Authority but now cost sh1,500 each.

The minister, however, pledged to allocate five acres of personal land near River Mpanga where the district can set up coffee nursery beds, enabling farmers to access quality seedlings at affordable prices. He explained that the government would no longer give out free coffee seedlings, leaving private nursery operators to provide the service.

However, district female youth councilor Ruth Nabagahe cited access to quality seedlings and unstable coffee prices as some of the drawbacks.

Lack of land for production is a big issue among the youth, and limits them from venturing into coffee growing, according to Nabagahe. 

Lumumba’s tooth receives prestigious burial in DRC, 60 years after he was killed

Patrice Lumumba, Democratic Republic of Congo (DRC) independence hero’s gold-crown tooth has been buried more than 60 years after he was assassinated.

Lumumba’s remains were dissolved in acid with the tooth being the only part of his body that still exists after it was preserved as a trophy by the Belgian policeman who oversaw the disposal.

The tooth which was returned to the family last week has toured several parts of DRC in a coffin which enabled the people of DRC to pay their respects before the funeral took place in the capital, Kinshasa.

President Félix Tshisekedi, together with Lumumba’s family and other dignitaries were at the private service which took place just before the coffin was transferred to a specially built mausoleum on a road named in his honour.

“May the land of our ancestors be sweet and mild to you,” said the president adding that “Finally, we are ending… mourning we started 61 years ago. The Congolese people can have the honour of offering a burial to their illustrious prime minister,” said President Tshisekedi.

Lumumba was DRC’s first prime minister and one of the pioneers of the struggle towards the country’s independence.

On 30th June, DRC marked 62 years since Belgium, the country’s colonial power gave control of the vast country back to its natives.

Belgium viewed Lumumba as a barrier to its efforts to maintain influence as well as hold on to important economic interests and as such, he is regarded as one of the most prominent voices in Africa’s anti-colonial movement.

In a famous speech on independence day in 1960, delivered before dignitaries from Belgian including King Baudouin, Lumumba, aged 34, castigated Belgium saying that the Congolese had been held in “humiliating slavery.”

The statement stunned Belgians who believed that no a black African would ever speak like this in front of Europeans. The speech also made other Western powers suspicious of him, including the USA, and they plotted to assassinate him.

Two months after he took over power, Lumumba was overthrown as prime minister and in January 1961, he was shot by a firing squad of Belgium, along with his two allies.

A Belgian policeman, Gerard Soete, was assigned to get rid of the evidence, however, during the same process, he pocketed the victim’s tooth and took it back with him to Belgium.

Decades later, Soete revealed that he still had the tooth and two years ago, a Belgian court ruled that it should be returned to the family. The Covid-19 pandemic delayed the process but last week, it was handed over in Brussels.

On Thursday, hundreds gathered in a vast square for the occasion, waving flags and looking upon a large photo of Lumumba as his remains were laid down his final resting place.

Sylvia Mulinge appointed CEO MTN Uganda

Sylvia Wairimu Mulinge has been announced as the new Chief Executive Officer (CEO) for MTN Uganda.

A statement released by MTN on Thursday evening reveals that the appointment of Sylvia Wairimu Mulinge as Chief Executive Officer is effective from October 1, 2022.

Charles Mbire, the MTN Group Chairman of the Board of Directors said that he believes that Mulinge’s experience will be beneficial to MTN Uganda.

“I would like to welcome Sylvia Mulinge to MTN Uganda. I believe that her experience will be beneficial to MTN, particularly given her alignment to our strategic intent of leading digital solutions for Africa’s progress. The Board is confident that Ms Mulinge will continue the work of growing the Company as a leading provider of telecommunications and digital solutions.” said Mbire.

“Mulinge joins MTN from Safaricom Plc where she currently is Chief Consumer Business Officer. In this role, she is responsible for driving the consumer telecoms business, managing the overall brand, and leading the transformation of Safaricom to become a digital lifestyle enabler of consumers’ lives,” added the board.

Mulinge who is a graduate of the University of Nairobi, Kenya, where she received a Bachelor of Science first-class honours degree first joined Safaricom in 2007 and has over the years occupied various senior roles including Head of Retail, Head of Sales, and Director of Consumer Business.

Sylvia Wairimu Mulinge replaces Wim Vanhelleputte, who according to the company will cease to be the CEO of the Company effective July 31, 2022, when his contract ends.

Vanhelleputte will be remembered for overseeing some major changes at the telecom giant where he served for six (6) years.

The MTN Group chairman and board of directors highlighted that Vanhelleputte successfully delivered the renewal of MTN’s NTO License, the separation of the mobile financial services business from the telecom business and the initial public offer and listing of the Company on the Uganda Securities Exchange.

“Vanhelleputte has been promoted to a regional role as Operating Executive for the WECA Markets of Liberia, Guinea-Conakry, Guinea-Bissau, and Congo-Brazzaville within the MTN Group effective August 1, 2022,” said Mbire.

In the interim, Andrew Bugembe, the current MTN Uganda Chief Financial Officer, has been appointed as Acting CEO effective August 1, 2022, until September 30, 2022.

In another development, Mitwa Ng’ambi the current MTN Rwanda CEO, will become CEO of MTN Cameroon, replacing Stephen Blewett, who is leaving the group while Mapula Bodibe, the Chief Consumer Officer at MTN South Africa will take over as CEO of MTN Rwanda.

Tottenham seals £60m Richarlison signing

Tottenham Hotspur have confirmed the £60million signing of Everton forward Richarlison, with the Brazilian agreeing a five-year contract.

The 25-year-old becomes Antonio Conte‘s fourth summer signing after already landing the likes of Ivan Perisic, Fraser Forster and Yves Bissouma, as Spurs continue to rebuild their squad ahead of a return to the Champions League.

Spurs are expected to commit to an initial package in the region of £50million, with a further £10m in add-ons bringing the total outlay to around £60m.

Kane and Son already provide plenty of goals for Spurs, but now they have legitimate secondary scoring arriving at the club, which could help out with the extra games of the Champions League once again this campaign. 

Conte’s side have had to beat off competition from Premier League rivals Arsenal and Chelsea to capture his signature, after both sides also expressed an interest in the Brazilian international.

Richarlison is expected to be a good option for the Italian across the front line, with him being able to play on either flank, and even fill in down the middle for England star Harry Kane.

Airtel Uganda, Mbale City Authority, Launch Remodeled Mbale Clock Tower

Airtel Uganda in partnership with Mbale City Authority, has today launched the newly remodeled Mbale Clock Tower to enhance the City’s look and reserve the it’s symbolic Icon.

While officiating the launch of the remodeled Mbale Clock Tower, Henry Njoroge, the Marketing Director at Airtel Uganda revealed that Airtel takes pride in supporting communities through their passion points and preserving key historic regalia like the Mbale Clock Tower which is a symbolic monument in the city for travelers and residents, adding that it will also attract more people to visit Mbale, given that the City is one of Uganda’s top tourist destination regions.

Cassim Namugali, the Lord Mayor of Mbale City and Guest of honour noted that Mbale was a municipality until 2019 when it was elevated to a city status.

“We are impressed by the growth it has registered over the years. Upgrading to a city status presents various opportunities that can be explored in boosting socio-economic growth based on the different activities that are implemented within and beyond the region,” said Namugali.

According to Namugali, there are a number of youth in Mbale and across the country who are employed in Airtel Service Centers and Agent points, which translates into economic growth through income generation avenues, and commended Airtel Uganda for boosting the telecommunications sectors through the investments made over time.

“Collaborating with sector players like Airtel Uganda enhances government’s role in stimulating development through uplifting communities, and businesses as a whole,” Namugali concluded.

Three-year-old child murdered, two arrested

Police at Entebbe have arrested two suspects following the Murder of a three-year-old child identified as Onyait Simon from Nalugala-Mawugulu zone, Katabi Town Council in Wakiso District.  

Akello Anna Kevin, the victim’s mother says that on Wednesday, she left her child with the stepfather a one Onyango Francis at his work but upon returning home in the evening, the child was missing.

The area Residents together with local authorities mounted a search and the body of Onyait was found in one of the rooms in an unfinished building.

Luke Owoyesigyire, the Deputy Police Spokesperson Kampala Metropolitan says when Police were informed, they responded to the scene where they found the deceased’s body with two stab wounds.

The Police have since arrested the child’s Stepfather Onyango Francis and another suspect identified as Kasawuli to help with the ongoing investigations.

The deceased’s body has been conveyed to city mortuary Mulago for Postmortem. 

Two pastors, three bar owners remanded for noise pollution

Buganda Road Chief Magistrate on Tuesday sent two pastors and three bar proprietors on remand after they were arrested and arraigned in court on charges of noise pollution.

 
The two pastors identified as Edward Mukisa and Herman Ssebunje from Nkumba Miracle Centre in Bendegere village in Katabi Town Council, Wakiso District and the proprietors of Hide Out Bar and Lounge in Kololo, Sisay Beruke, Tigsti Melkamu and Steven Ssetumba, appeared in court the on charges of noise pollution and pleaded not guilty.



According to a statement from National Environmental Management Authority (NEMA) dated June 29, 2022, the suspects were arrested last week in an ongoing operation against noise pollution in the country triggered by numerous public complaints.

The National Environmental (Noise Standards and Control) Regulations, 2003 defines noise pollution as “the release of uncontrolled noise that is likely to cause danger to human beings or damage to the environment.”

Prosecution said that since 2019, the two pastors have engaged in Church activities including singing clapping, Yelling and using Loud Speakers that resulted in aggravated disturbance or pollution of the Environment.

The suspect were hence charged with “failure to undertake an environmental and social impact assessment, engaging in activities that result in or aggravate pollution, discharging and emitting pollutants into the environment, failure to implement regulatory measures, orders, notices and environmental easements as required by the National Environment Act, 2019.”


Tony Acidria, the senior public relations officer at NEMA said the suspects were arrested during the latest operations for being notorious noise polluters and some of the loudspeakers were also impounded from the church.


“They are repeat offenders because the noise levels when measured were above the permissible level of 60 decibels during the day and 40 decibels in the night for places of worship in residential areas,” said Acidria.

According to NEMA, the measurements showed that the church was emitting noise levels in the range of 60 and 86 decibels, above the permissible noise levels upon inspection by officials from NEMA led by Isaac Mugabi.
The law defines daytime as running from 6am to 10pm and night hours as running from 10 pm to 6 am.

Acidria said NEMA had severally sensitized the pastors and other church administrators and warned them to control the noise from their church in vain. 

NEMA requires establishments such as places of worship, recreational and production activities either submit project briefs or undertake environmental and social impact assessment to enable relevant authorities to guide their operations to ensure that aspects of the environment including noise, air, and water pollution are not compromised.


If convicted, the suspects face a fine not exceeding fifty thousand currency points, the equivalent of UGX 1 billion, or a maximum jail term of 15 years, or both.     

Kazo: Parish Development Model Officially launched to Improve Household Income

Hon Frank Tumwebaze, the Minister of Agriculture, Animal husbandry and Fisheries together with Hon. Bright Rwamirama, the State Minister of Agriculture, Animal husbandry and Fisheries and Hon. Francis Mwebesa, the Minister of Trade, Industry & Cooperatives presided over the official launch of Parish Development model (PDM) in Kazo district on Tuesday.

The training which was held at compassion hall in Kazo town council attracted leaders at local government level, politicians, religious leaders, security personnel, district technical staff, and representatives of special interest groups among others.

Speaking during the launch, Hon Frank Tumwebaze asked the people of Kazo district to embrace the PDM program adding that in all government programs, this program is the first of its kind giving a lot of money going down up to parish level.

He also revealed that the parish development model is not for rich people but for the people who do not have any income to earn something.  

In his remarks, Hon Dan Kimosho, the Member of Parliament Kazo constituency revealed that PDM is a good concept that needs application of mind set change and curbing out challenges like cattle thefts, foot and mouth disease and sensitization of people on how to use parish development model for it to succeed.

Speaking at the same function, Hon. Bright Rwamirama, called upon leaders to monitor the extension workers to ensure that they do their work noting that they are getting paid for it.

The UGX 490 billion PDM project is a presidential initiative on wealth and job creation which was on 26th February 2022 launched by the President of Uganda, H.E Yoweri Kaguta Museveni as another strategy for accelerating wealth creation, improving incomes and welfare of subsistence households.

The PDM program was rolled out in October 2020 as part of the National Development Plan III to support among others, market vendors, welders, taxi drivers, boda-boda riders, women and restaurant owners from over 10,594 parishes in the country to come together and form of SACCOS to enable local economic development.
