Rubaare Health Center IV receives a donation of mattresses and blankets

Well-wishers, through the family of Rtd Brigadier General Samuel Kakuru, have donated a total of 70 mattresses and 70 blankets to Rubaare Health Center IV in Rubaare town council in Ntungamo district.

While handing over the items at the facility on Tuesday afternoon, Rtd.Brig Gen Samuel Kakuru, a resident of Rubaare town council revealed that the items were procured with support from friends in the United States, where his daughter Jean Natukunda stays.

Kakuru also called on the locals to work with the facility staff to protect the items and commended the district for working towards reviving the facility by improving management and doing repairs.

Jean Natukunda revealed that the donation was made possible by the support of the members of the abundant life church in Boston, USA.

Fredrick Muhwezi, the chairperson of the health unit management committee, revealed that the donation is timely since the facility did not have enough mattresses and blankets for patients and their attendants.

He revealed that the items would be put to good use.

Beatrice Chemisto, the Acting District Health Officer, revealed that the district is very grateful for the support from the well-wishers and tasked the management of the facility to do proper documentation of the donated items so that they are not messed up.

Samuel Muchunguzi, the Ntungamo district LC V chairperson, revealed that the district leadership will ensure that more staff are recruited to improve service delivery in all sectors.

Muchunguzi revealed that staffing levels are currently at 47%, which he says is below average.

He further revealed that the district also plans to ensure that more structures are put in place at Rubaare Health Center 4, and the future plans are to elevate it to a community hospital.

Archbishop Emeritus for Mbarara Archdiocese, His Grace Paul Kamuza Bakyenga

Archbishop Emeritus Paul Bakyenga dies at 79

The first Archbishop of the Mbarara Archdiocese, Emeritus Paul Kamuza Bakyenga has died at the age of 79.

The communications director of the Mbarara Archdiocese, Rev Fr Charles Mutabaruka confirmed that Bakyenga passed away this Tuesday morning at Nsambya Hospital in Kampala.

About Bakyenga

Bakyenga was born on 30 June 1944, in Bumbaire Village, Igara sub-county, in present-day Bushenyi district. He attended pre-primary school in the church building at Bweeza, Bushenyi District.

He went on to attend Ibaare Primary School, before he joined Ibanda Preparatory Seminary from 1958 until 1960. In 1961, he joined Kitabi Seminary, where he graduated with a high school diploma.

He was admitted to Bukalasa Minor Seminary, in present-day Kalungu district for his A-Level studies but he did not complete. He was expelled, along with others, for “indiscipline”.

After teaching briefly at Rushoroza Seminary, in Kabale district, he was then admitted at Katigondo Major Seminary, in Kalungu District to study philosophy but abandoned the course after two years. At this point, Bishop John Baptist Kakubi of Mbarara, sent him to study at St Andrews College in Scotland, where he obtained a degree in Theology.

He was ordained a priest on 11 July 1971 at Mbarara at the age of 27. He served as priest in the Roman Catholic Archdiocese of Mbarara, until 6 March 1989.

He was appointed Coadjutor Bishop of Mbarara, Uganda on 6 March 1989. He was consecrated as bishop on 24 June 1989 at Mbarara by Bishop John Baptist Kakubi, Bishop of Mbarara, assisted by Bishop Adrian Kivumbi Ddungu, Bishop of Masaka and Bishop Serapio Bwemi Magambo†, Bishop of Fort Portal.

On 23 November 1991, he was ordained as bishop of Mbarara, replacing the late Bishop John Baptist Kakubi, following his resignation.

On 2nd January 1999, he was appointed Archbishop when Mbarara Diocese was elevated to an archdiocese subsequently making him the first Archbishop of Mbarara Archdiocese until he retired in 2020.

Pope Francis accepted his resignation on 25 April 2020 and he was succeeded by Lambert Bainomugisha as the Catholic ecclesiastical province of Mbarara – comprising the dioceses of Kabale, Kasese, Fort Portal and Hoima.

Kazo: CAO threatens to suspend salaries of parish chiefs over PDM

The Kazo district Chief Administrative Officer (CAO), Zirimenya Nsubuga has warned and promised to suspend the parish chiefs’ salaries over mismanaging Parish Development Model (PDM) program at their respective parishes.

Nsubuga made the remarks during the meeting to assess the progress of PDM held at the district headquarters attended by the district PDM core team, LC III chairpersons, sub-county chiefs, and Parish chiefs.

Nsubuga stressed that they will not continue paying parish chiefs who are not doing their work noting that they no longer want more excuses on this matter.

“Why should I continue paying you if you can’t do one simple thing of organizing people of just one PDM Sacco to benefit from the program designed for them by the government?” asked Nsubuga.

Rev Samuel Mugisha Katugunda, the district LC V chairperson also noted that parish chiefs and CDOs are not doing their work at the right time and ordered them to do what is necessary to see that beneficiaries of this program get their money by 30th July.

Dan Nahurira Bwamunyonga, the district speaker and Kazo sub-county councilor revealed that all works concerning PDM are done at the parish level saying that parish chiefs are going to be suspended if they continue not doing their work.

Bushenyi-Ishaka Municipality introduces new garbage policy

Authorities in Bushenyi-Ishaka municipality have implored citizens to embrace the new municipal garbage policy to improve on area sanitation.

Speaking to the division’s executive and health inspectors across the municipality , Richard Byaruhanga, the Bushenyi-Ishaka municipality mayor noted that they bench marked this policy from neighboring cities where tendering helped a lot in reducing garbage littering in the town.

Byaruhanga added that Garbage collection consumes 40% of their local revenue every financial year and appealed to stakeholders to take up the policy and ensure sensitization of masses to ensure the service providers are paid their due charges.

He however asked technical staff not to use a lot of force while implementing this new policy and only embark on sensitization since the policy is new.

However health inspectors stressed that they are facing challenges of people sweeping and dumping the garbage to drainage channels which they appealed for enforcement to intervene especially in Ishaka town.

Mbarara Regional Hospital moves to resettle people stranded at hospital premises

Authorities at Mbarara Regional Referral Hospital have commenced the process of resettling at least 16 people who have been stranded at the hospital premises to their respective homes.

The hospital administration revealed that the Social Work Department had spent some time tracing for the relatives in vain. 

Maria Naturinda, 21, is one of the abandoned persons who has been resettled with Kkottongnea. She came to the hospital as a patient after being discharged, she didn’t go home.

Kkottongnea is a Korean international organization founded by Father John Oh, a Korean devoted priest in 1976 and focuses on welfare, happiness, education and love for the less unfortunate.

The organization also has a branch in Kiruhura and has since 2018 taken over 30 homeless people and four children.

Halson Kagure, the Public Relations Officer Mbarara Referral Hospital revealed that handing over unclaimed people to well-wishers follows established procedures.

Kagure further told media that the resettlement exercise will go on until the hospital is free from the destitute.

Muhirwa Muhammed is another man who was stranded at the hospital and was delivered to the relatives yesterday.

Relatedly, detectives recently rounded up one Ronald Ahuriire who was disguising as a destitute after escaping from Kakiika prison.

According to authorities, some homeless people not only pose a security threat but also disturb those still receiving treatment since they need caretakers.

The hospital social workers say that they also face the challenge of burial arrangements in case one dies without established residency.

Kagure has also urged the nongovernmental organizations, church, governmental institutions and leaders at various levels to double up efforts in sensitizing communities about human rights.

Ibanda: One remanded to Nyabuhikye prison over theft of UGX 50,000

Ibanda Grade One magistrate’s court has remanded a one Robert Asiimwe to prison on charges of housebreaking and theft.

It is alleged that on November 13, 2022, Asiimwe, a resident of Mishozi, Bisheshe Division in Ibanda Municipality broke into the house of Vincent Tumuhairwe with the intention of stealing, hence the housebreaking charges.

Court, presided over by Her Worship Esther Murungi, also heard that the suspect stole UGX 50,000 from Tumuhairwe’s house contrary to section 254 (i) and 261 of the Penal Code Act.

The suspect denied the charges.

Asiimwe was later remanded to Nyabuhikye Prison until July 25, when he will come back to court for hearing of the cases against him.

Aponye’s driver remanded to Ntungamo Government prison

Moses Buyinza Isabirye, the driver of the late Apollo Nyegamehe, also known as Aponye, has been remanded to Ntungamo Government Prison. 

Isabirye appeared before the Ntungamo Grade One magistrate on Wednesday, Shalon Nasuna on charges of causing death through reckless driving and causing bodily injuries through reckless driving, under the Traffic and Road Safety Act 1998, as amended by Act number 6 of 2020.

The prosecution, led by Ntungamo State Attorney, Laudel Twinomugisha, informed the court that on July 6th, at approximately 9:00 PM, while driving a V8 Toyota Land Cruiser REG No. UBF 300Z at Itojo along the Mbarara-Ntungamo road in Ntungamo district, Isabirye caused bodily injuries to Joshua Karamuzi and caused the death of Apollo Nyegamehe.

 Buyinza pleaded not guilty to the charges and was remanded until August 1st when he will appear again for the mention of his case.

The body of Aponye, was on Wednesday laid to rest at his ancestral home in Kitaburaza village, Muhanga town council, Rukiga district.

Authorities call for revised criteria in distribution of mosquito nets

Authorities in Mitooma district have expressed the need for the government to revise the criteria of distributing mosquito nets noting that one net per two people doesn’t favour modern society.

While speaking in a meeting to mark the recent distribution process of mosquito nets in all parishes in Mitooma district, Merishent Ariyo the Deputy RDC, noted that since the country is fighting homosexuality and other related bad habits among children, in most families children no longer share beds and giving two people one net won’t effectively work. 

Sadic Byamugisha, the Mitooma District Health Officer, noted that they received a total of 162,880 mosquito nets. He noted that the district malaria cases stand at 10% of the general population and Mayanga sub-county is the most affected. 

Byamugisha strongly warned that anybody who will be found misusing the nets for either, rearing poultry, catching fish or thatching houses will be arrested and sent to jail. 

Ibanda sets stringent measures to streamline vanilla sector

Authorities in Ibanda district have set stringent measures to guide the vanilla sector stakeholders, to ensure they meet quality and other standards.

Fredric Ayorekire, the district production officer said that beginning next harvest season, all vanilla pods brought for sale will be inspected by extension staff to ensure they meet standards.

Vanilla buyers will also be required to acquire licenses and transport permits to ferry vanilla pods from the district.

Ayorekire added that vanilla will be marketed through cooperatives once they are in place, urging farmers to join primary cooperatives that will form an apex cooperative union at the district level.

Herbert Happy Mayanja, the district LC V chairman noted that other measures to guide the production, post-harvest handling, trade and marketing of vanilla in the district include selling of vanilla only at designated centres, in the presence of extension officers.

According to these guidelines, all vanilla buyers must be registered with the district and licensed to operate. And only recognized buying centres will be allowed to operate from harvest dates announced by the government.

“To safeguard quality, traders must get movement permits from the district to transport vanilla after the pods have been inspected and certified by the extension staff,” said Mayanja.

The measures that come ahead of the start of the next harvest season will be implemented with immediate effect.

Annet Byamukama, a vanilla farmer from Mishangi, Nyakatookye in Bisheshe Division, Ibanda municipality lauded the authorities for intervening to protect farmers from being cheated by unscrupulous buyers.

Joy as over 2700 land titles are handed over to residents

The government of Uganda has handed over 2761 processed freehold land titles to beneficiaries in Rwampara district.

Of these, Rwampara East got 2539 freehold land titles while Rwampara county got 222 freehold land titles.

The issuance of the freehold land titles is being implemented under the Systematic Land Adjudication and Certification (SLAAC) program, a pilot project implemented by the Ministry of Lands, Housing, and Urban Development.

The USD100 million projects are jointly funded by the Government and the World Bank.

While Handing over the land titles to the beneficiaries in Rwampara district the Lands, Housing, and Urban Development, Minister Judith Nabakooba said that the program was initiated to ease the process of acquiring land titles and the project will be rolled out across the country.

Julius Tusiime karuhanga, the area Member of Parliament Rwampara east asked beneficiaries to stop giving out their land as sureties in obtaining loans from money lenders.

Molly Asiimwe, the Rwampara district woman Member of Parliament advised the beneficiaries to desist from land fragmentation.
