Central government delay to release local revenue irks leaders

Town council mayors in Mbarara district have expressed their disappointment over the delay by the central government to release the local revenue collected that amounts to over UGX 500 million.

The concerns come after government introduced the new system in July 2022 named integrated Revenue administration system (IRAS) in all districts for collecting tax.

The concerned town council includes Nyabisirira, Bwizibwera-Rutooma, Rwanyamahembe, Rubindi-Ruhumba and Bucuro.

Chairing the meeting at the district headquarters in Bwizibwera, Patrick Tumuhimbise Bigabwensi, the mayor Bwizibwera-Rutooma town council said that since September 2022 up to date they have never received money from the local revenue collected under IRAS.

Bigabwensi noted that as of now they don’t have a single coin to do any activities in their areas of jurisdiction.

Juliet Nabakoza, the vice chairperson Mbarara district promised to follow up the issue saying that without money services cannot reach the people.

Kazo Town council moves to secure physical development plan.

Authorities in Kazo Town Council in Kazo District have revealed that they are in the final plans of securing a physical plan in an effort to control the mushrooming unplanned and uncoordinated physical developments in the area.

Justus Mugarura, the Kazo Town Council Mayor told our reporter that they have secured UGX 50 million raised from the local revenue and started the process to secure the Physical plan.

Mugarura added that once the physical plan is secured, its implementation might be tricky since the town council has developed many buildings constructed without plans.

Shibah Ntungire, the Kazo Town Council Clerk said they started the process to have a physical development plan in 2019 and have been saving UGX 5 million annually for the same purpose noting that they will soon have its draft despite the delay.

However, Enock Nshemereire Rutashorora, the Former Chairperson LC III Kazo Town Council said having a physical development plan during his tenure was delayed by the lack of funds noting that it required UGX 100 million which the newly created Town council never had.

Rutashorora said he had successfully lobbied from the ministry of local government through the then assistant commissioner in charge of Urban administration, Charles Katarikawe who had promised to provide them with money in phases until the plan was in place.

He added that Katarikawe gave them UGX 14 million as a start-up fund but it was diverted by the then Town Clerk and Physical Planner who failed to account for it noting that the ministry stopped the funding.

He said that after the corruption incident, they agreed to start saving from their local revenue and by the end of his tenure they had saved over UGX 20 million on the council account to have a physical development plan.

In response, Mugarura, the current Mayor rubbished the claims that his predecessor had raised over UGX 20 million for the same purpose saying this money was not on the town council account.

Katurebe Apollo, the town council physical planner said that they lack a physical development plan but they are guided by the physical planning act 2010 which recognizes the whole country to follow physical planning guidelines where no development should be allowed to take place without the approval of the Physical Development Committee.

He also added that as far as conserving concerns they are guided by the National Environment Management Authority (NEMA) to ensure that an environmental impact assessment is done before developments are carried out in sensitive areas like wetlands.

A Physical Development Plan is a document used to provide decision-makers with the information they need to make informed decisions affecting the social, economic, and physical growth of an area.

According to Section 25 of the Physical Planning Act 2010, the Physical Development Plan includes a topographical survey in respect of the area to which the plan relates carried out in the prescribed manner; maps and descriptions as may be necessary to indicate how the land in the area may be used; and a technical report on the conditions, resources, and facilities in the area.

Health workers warned over indiscipline and absenteeism.

The State minister for Health in charge of general duties Hannifah Kawooya has threatened to sack health workers over indiscipline and lack of professionalism at work which has caused poor health service delivery.

Kawooya said this yesterday while presiding over the Commissioning of Kashozi Health centre III and Kitojo Health centre III in Sheema municipality which were built by the government of Uganda through the Ministry of Health.

Kawooya said that it was discovered that staff absenteeism from workplaces and unprofessional ethics towards patients have greatly affected service delivery.

Dickson Kateshumbwa, the Sheema municipality Member of Parliament told the minister that municipality health centers are challenged by understaffing in terms of health workers, delays in receiving drugs from National medical stores and also lack staff quarters at the health facilities which negatively affect the health sector.

MoH, Uganda AIDS Commission move to address concerns about HIV

Officials from the Ministry of Health and Uganda AIDS Commission under the President’s office have made a move to address the increasing HIV infections in Bushenyi district.

According to the records, HIV prevalence in Bushenyi district currently stands at 6.4% and this has surpassed the national prevalence rate which stands at 5.8%. Bushenyi district has an estimated 19,616 people living with HIV, 18,212 people identified with HIV, 17,018 people on ART.

During the midterm review meeting of the National HIV Strategic Plan, Prof. Tarsis Kabwegyere, the chairman of Uganda AIDS Commission under the President’s office implored leaders to use all the available communication avenues to disseminate the information regarding prevention against HIV. 

Nobert Gumisiriza, the Bushenyi district HIV /AIDS network forum attributed the high rate of HIV in the area to health workers who chase people who are willing to have voluntary HIV tests that the testing kits are for only in targeted hotspots. 

Dr Nelson Musoba, the director general Uganda AIDS Commission under President’s office, however, clarified that the commission and the Ministry of Health have limited testing kits for all population urging people to use other preventive measures, like use of condoms before engaging in sex, being faithful to one partner and abstinence among others.

Ibanda: Police calls for vigilance ahead of Easter holidays

Police in Ibanda have called upon the general public to be vigilant during the Easter period to deter crime and avoid following victims to criminal activities.

Twaha Etima, the Ibanda District Police commander (DPC) advised residents to return home early and avoid moving alone, especially at night.

Etima encouraged members of the public to report any suspicious individuals found loitering in their localities to the Police for appropriate action.

“Cooperate with the Police and provide any information that can help the Police to protect the community better,” said Etima.

While addressing the media on Police preparedness at Ibanda Central Police Station ahead of the Easter holidays, Etima said, at the moment, the situation is still calm.

Meanwhile, Etima has urged taxi drivers and other motorists and all road users to exercise caution while on the roads.

He cautioned motorists against reckless driving, overloading and drunk driving, saying the Police will apprehend anyone who violates traffic laws.

The Ibanda Police chief said an operation to crackdown on errant road users has already started. 

The casket bearing the remains of Muhangi Henry, the district community development officer, Kazo

Kazo District Community Development Officer laid to rest.

Muhangi Henry, the Kazo district community development officer, was on Tuesday laid to rest in his ancestral home in Kibingo cell, Katojo Ward, Mbarara south Division -Mbarara city.

Muhangi, 44, died in a road accident that happened on Palm Sunday at Kanyaryeru along Mbarara-Lyantonde Road.

Zirimenya Nsubuga, the Chief Administrative Officer Kazo district described the deceased as a humble, honest and exceptional worker who swiftly responded to office work without complaints.

Nsubuga noted that Muhangi’s commitment, good behavior and intelligence in how to conduct his duties at the district was exemplary and tasked other government workers to emulate him. 

Speaking on behalf of political leaders, Dan Nahurira Bwamunyonga, the district speaker described the deceased as a person who had a unique character, always humourous, laughing with everybody.

He added that the deceased was one of the 27 people who were pioneers in the establishment of Kazo district in 2019.

Tusiime George Henry, the deceased’s elder brother noted that Muhangi not only was his brother good at his job, but he also was at the forefront of uniting the family as the chairperson.

Father Zeddy Byabashaija of Rubindi parish who led the send-off mass, asked mourners to know God, love fellow and serve God as they try to live fulfilled lives.

Henry Muhangi left a wife and five children.

At the time of his death, Muhangi who was acting as the district community development officer Kazo had already been submitted for confirmation into that position.

35 year old sentenced to life imprisonment over defilement

The Ibanda chief magistrate’s court has sentenced a 35-year-old man to life imprisonment after he confessed to defiling his niece in December last year.

Edmund Musinguzi, of Kategure cell in Kayenje, Bufunda Division in Ibanda Municipality, pleaded guilty to the offence while appearing before Ibanda chief magistrate, Aloysius Natwijuka.

The crime contravenes section 129 (i) of the Penal Code Act.

His victim, a 15-year-old primary school pupil, is the daughter of his brother.

Musinguzi who claimed that he was drunk at the time he committed the crime prayed to court for leniency, however he got a shock of his life when his Worship Natwijuka handed him the maximum sentence.

“You are hereby convicted and sentenced to life imprisonment on your own plea of guilt. This should serve as an example to all people who take advantage of minors under their care,” said the chief magistrate.

Natwijuka said many male relatives are abusing underage girls, but “they escape scot-free because the victims are threatened not to speak out by the perpetrators or the relatives to keep quiet and not to shame the family”.

His Worship Natwijuka explained that besides the crime of defilement, the convict had also committed incest which is also punishable under Uganda’s laws.

“You are free to appeal to the High Court if you are not satisfied with the sentence,” he advised the convict.

Grief as fresh graduate hangs self in church

Shock and grief has engulfed residents of Rwampara district after a fresh graduate from Makerere University hanged herself to death.

Clare Arinaitwe, the OC/CID Rwampara confirmed the incident and identified the deceased as Flavia Nagasha whose body was on Thursday found by a passer-by, inside Kagarama Daystar Church in Rwampara District.

“Nagasha climbed drums to suspend her body on the roof in the middle of the church where her deceased mother usually led her for prayers,” said Arinaitwe.

Our reporter established that Nagasha recently completed her Bachelors Degree of Business Administration at Makerere University but she was unable to attend the graduation ceremony in February 2023 due to mental disorders and often sought exorcism.

Phionah Nimusiima, a sister to the deceased revealed they had sought different born-again churches to save her life but all in vain.

By press time the body of the deceased had been handed over to her family for burial.

Shock as 24 year old man hangs self in school compound.

Shock and grief engulfed residents of Swazi II village Swazi parish Kyamuhunga Sub-county after finding the body of 24 year old Jordan Nuwagiira today morning hanging in a tree in the school compound at Swazi primary school.

Speaking to our reporter, Laban Butamanya, the Swazi parish chairperson said the body of Nuwagiira was seen by a security guard in the early morning hours hanging near the classroom block.

He said the deceased had a mental challenge and they believe it could have been one of the reasons leading to his death.  

Matia Njunwoha, the LC1 chairperson Swazi II village said as residents they have been shocked by the sudden death of their colleague who they say has been working as a casual labourer in the area.  

Authorities in Mitooma decry shortage of drugs in health facilities

Mitooma District Councillors have cracked war on the district health committee for failing to deliver the required information to the ministry which has caused a shortage of drugs in most health facilities within the district.

While appearing in yesterday’s district council meeting held at the district Headquarters, Joy Bagarukayo the district councilor representing workers and Bim Douglas the district councilor representing Mitooma Town council said that most health centers have no medicine which has left patients stranded and helpless.  

The Mitooma district Deputy speaker Greenford Mucunguzi told the council that he got feedback from the ministry of health that the Mitooma district health data is wanting and that could be the biggest reason they take a long time to receive drugs and even get little.  

However, the Mitooma district Chief Administrative Officer Edith Turyasasirwa acknowledged that the district is facing drug stock outs in the majority of government health facilities but was quick to blame it on the National Medical Stores which delays the supply.
