Authorities in Bushenyi-Ishaka municipality have refuted the allegations circulating around that Bushenyi central market project has been relocated to Ishaka division.
Speaking to journalists on Thursday, Severino Byarufu Mukobi noted that those speculating rumors that the multibillion market project has been relocated have self-centered interests of dividing people of Bushenyi Ishaka municipality saying as municipal and ministry of local government, they know one place which was surveyed and confirmed and those spreading rumors are on their own business.
He added they followed all procedures required by ministry of local government and World Bank and if they are to relocate they will have to follow the same procedures.
The assurance comes days after stakeholders headed by former Ambassador of Uganda to Australia, Enock Nkuruho stormed the municipal offices threatening to close them if the leadership continues in support of relocating the multibillion market project to Ishaka saying leaders are against the people they are serving.
Speaking to the Minister of local government, Hon Rapheal Magyezi, over the phone, Magyezi said that world Bank as the funder of market projects visited sites where they proposed to construct the markets including the one of Bushenyi-Ishaka municipality and found out population in Bushenyi central market is too low and can’t invest huge to such place where vendors are few.
When contacted, the district speaker, Evalisto Mucunguzi Rwambuga said that they are waiting for council meeting which is soon, to pronounce their decision as required by the World Bank as far as the market project reallocation.
The chief magistrate court in Lira City has sentenced a 27-year old woman to seven years in prison on charges of injecting her step son with her HIV positive blood.
Court presided over by Samson Abiti Lumum heard that in late 2021, while at her home in Aber Kampala, Lira city west division, Colline Odyek intentionally injected her five year old stepson with her own blood.
The state prosecutor told court that the convict did this maliciously because the child’s father had annoyed her.
Court heard that the father of the child learned of the incident when the child narrated what had happened to him.
This prompted the father to involve the local authorities who referred the matter to police, court heard.
Police arrested Odyek and on January 17th, Odyek made first appearance before court and was charged with Intentional transmission of HIV/AIDS.
Appearing before the chief magistrate court in Lira City, Odyek pleaded guilty to the charge against her as read by the prosecution.
Odyek told court that she injected the minor to revenge on his father Aaron Bua who was constantly mistreating her.
Following her own plea of guilt, the convict was charged with intentional transmission of HIV which contravenes section 43(1) of the HIV and AIDS Prevention and Control Act.
Abiti argued that although Odyek is a first time offender and she was very remorseful, she committed an inhumane act that deserves a deterrent sentence.
“You admitted all the ingredients of this offence. This offence carries a punishment of ten years Imprisonment. You have been very remorseful, pleaded guilty. I find that this deserves a deterrent sentence, and so in the consequence I am sentencing the convict to serve 7 years Imprisonment,” ruled the chief magistrate.
Mbarara Chief Magistrate’s Court has remanded five people on charges of vandalism of electricity infrastructure.
The five include: Johnson Mutaho alias Mwine, 36, a technician with Umeme attached to Mbarara branch, Richard Atusasire, 27, an electrician with Polycom technical engineering, Innocent Mwekambe, 24, a casual labourer, Edgar Tashobya, 35, a driver and Samuel Tumusiime, 40, who is self-employed.
Prosecution led by State Attorney Amina Akasa told court that the accused persons on the January 10th, 2023 at Butenga II village, Kishuro Parish, Birere Sub-county in Isingiro District, interfered with electronic system resulting into disruption of provision of essential services.
Court presided over by His worship Benjamin Seruwo read out the charges to the accused and they were subsequently remanded to Mbarara Central Prison until February 2nd.

The Ibanda Grade One magistrate’s court has sentenced a student to serve four days of community service for defrauding two vulnerable women of a total of UGX 98,000.
Court presided over by her worship Esther Murungi also ordered Allan Agaba, a S2 student from Rwengwe III in Kikyenkye sub-county Ibanda district, to refund the money by the end of this month.
Agaba pleaded guilty to obtaining UGX 88,000 from Flugensia Kobusingye last month purportedly to register her children for aid from Musana Production, a theatre group in Mbarara, whereas not. He also got UGX 10,000 from Beatrice Ninsiima.
Obtaining money by false pretense contravenes section 305 of the Penal Code Act.
The magistrate ordered him to pay Kobusingye UGX100,000 and Ninsiima UGX 20,000 by the end of this month.
She also warned Agaba that he would be arrested and jailed for three months if he failed to do community service for five hours on each of the four days.
Prosecution had prayed for a deterrent sentence, saying the victims were vulnerable and that the crime was common in the area.
Earlier, Agaba had prayed for lenience, saying that a custodial sentence would affect his studies. He said that there were many cattle keepers in his locality, where he can get work on the farms to raise the money.
Farmers in Kazo district have been called upon to embrace vaccination to protect their animals from diseases and death.
Speaking to our reporter on issues concerning animal health on Wednesday, Dr Kiyemba Ronald, the Kazo district veterinary officer revealed that over 571 cows have died of Clostridia diseases in just three months in Kazo district.
Dr Kiyemba added that this infectious disease was first reported in the month of October in Rwemikoma Sub-county and the next cases were recorded in Engari Sub-county. It further spread to other sub counties like Kazo town council, Kazo, Buremba, Nkungu and Kanoni.
Dr Kiyemba explained that Clostridia diseases are caused by anaerobic bacteria that are widespread in the environment, particularly in soil, and are often fatal.
Dr Kiyemba appealed to farmers to use OX 30% first and clostridia vaccine two times to protect cattle against diseases caused by toxins produced by infections from one or more clostridium bacteria.
Following the residents’ outcry, Hon Dan Kimosho the area member of Parliament also raised this issue as a matter of national importance in Parliament on Wednesday.

Over 50 Emyooga defaulters have so far been arrested within the Bushenyi-Ishaka municipality.
This was revealed by Mary-favor Kabikiiriza, the state house Emyooga coordinator for Ankole region during a two-day mindset change retreat training that was held at the Bushenyi Multipurpose hall.
Kabikiiriza said that together with security, they have embarked on a mission to recover the Emyooga funds.
Christine Hope Komujuni, the municipal commercial officer said some people who had borrowed money from the Sacco’s failed to pay back thinking that Emyooga money was a token of appreciation from the president yet it was a revolving fund meant to transform people from poverty.
Police in Ibanda are investigating circumstances under which a medical doctor was murdered on Monday night and his naked body dumped into a stream.
Samson Kasasira, the Rwizi region Police spokesperson confirmed the incident and identified the deceased as Dr Nturagye Rashid, of Mahyoro, Kitagwenda district and a student at Mbarara University of Science and Technology.
Kasasira added that the murder happened near the farm of Emmanuel Kafuniza, the presidential advisor on western region affairs, in Kayenje I cell in Kayenje ward of Bufunda Division in Ibanda Municipality, about 7km from Ibanda town on the Ibanda-Mbarara road.
It is said that the deceased who died as a result of assault by unknown people was last seen at around 6pm on Monday walking along the Ibanda-Mbarara road toward Mbarara direction.
His body was discovered in a stream by a resident of Kayenje at around 7am on Tuesday.
Prisca Kobusingye, a resident of Kayenje and one of the first respondents, said that on Tuesday morning, as she was going to visit a neighbor, she saw personal items, including shoes, a passport and an ID by the roadside.
Lawrence Tibeshumbusa, Kayenje I LCI chairperson, said there seemed to have been a scuffle before Nturagye was subdued and killed.
Kasasira, said the Police conveyed the body to Ruhoko Health Centre IV for postmortem examination adding that no arrests have been made by press time and inquiries into the matter continue.
The case has been recorded at Ibanda Central Police Station on file number IBDA CRB063/2023.
Residents of Rwemengo and Mbogo parishes in Kanoni Sub-county, Kazo district have started working on their 8km community access road, which has been in a sorry state for over 15years.
The residents secured permission from Kazo district local government to work on the road through the mobilization of Chairman LC II, Lay Canon Edward Kibwenga, together with their community work chairperson, Tumwine David Tumushabe with funding from Francis Rumoma, one of the area residents.
Over 30 residents and boda boda riders volunteered to carry the stones, pave water runways and level the road on behalf of the district.
Lay Canon Edward Kibwenga, the chairman LC II Rwemengo parish, said that after heavy rains destroyed the road, making it impossible for people and vehicles to move, they have been reporting about its sorry state to the district officials who promised to work on it after the rains, all in vain.
Kibwenga added that after a long wait they were able to mobilize for culverts and tractors from the one Francis which helped them to do the work successfully.
A section of residents led by Chairman Boda Boda, Kanoni Sub-county told our reporter that this road has become a spot for many accidents because of the many gullies that have filled the road since it was last rehabilitated 10 years ago.
The residents requested the Government to complete the community access roads by putting culverts since they have opened the roads.
Tumwine David Tumushabe, resident and chairperson of community work attributed the failure to work on the roads to district officials for neglecting the area.
Tumushabe said the roads were last rehabilitated when it was still Kiruhura district.
In a bid to improve health care for residents in Kiruhura and Kazo districts and the surrounding areas, the North Ankole Diocese is establishing a mission hospital.
The construction of this hospital dubbed North Ankole Mission hospital which has already started in Rushere town council, Kiruhura district is expected to be completed in about two years, to provide good health services to people especially minimizing cases of maternal mortality.
Speaking during the North Ankole Diocese 19th anniversary function held on Sunday at Emmanuel cathedral Rushere town council, Kiruhura, the Rt. Rev. Steven Namanya, the North Ankole Diocesan Bishop, said they have reached a phase of outpatient which has the capacity to accommodate 55 beds.
Bishop Namanya revealed that although they managed to start the constructions of the hospital, they need the support of well-wishers and corporate companies to extend the services to vulnerable communities in the region.
Bishop Namanya revealed Uganda Baati Ltd has already supported them with 700 iron sheets worth UGX 51 million that contributed more to their effort.
George Arodi, the CEO Uganda Baati promised to continue giving a hand to Bishop Namanya until the hospital is completed thoroughly.
Speaking at the same function, Jotham Taremwa, former spokesperson of Uganda electoral commission praised the bishop for his contribution towards the economic and spiritual nourishment of the diocese.
Once completed, the Hospital will offer services including but not limited to maternity and pediatric services, TB and HIV care and treatment, neonatal intensive care unit, outpatient unit and dental services among others.
Police in Sheema are investigating circumstances under which a woman and her one-year-old baby were last night killed by unknown assailants.
Martial Tumusiime, the greater Bushenyi region police spokesperson confirmed the incident and identified the deceased as Sylivia Atuhaire,30, and her child.
Tumusiime told reporters that Atuhaire and her husband Moses Ampaire returned from their child’s birthday celebration in Bushenyi after which Ampaire proceeded to Mbarara while the wife went to her shop in Kyogera.
Tumusiime added that, unfortunately, Atuhaire and her child were attacked before they reached home and chopped with a panga near Kyogera seminary school in Sheema district.
Atuhaire was found lying near her dead child in critical condition and rushed to Mbarara referral hospital where she was pronounced dead upon arrival.
Both bodies are at Kabwohe health centre IV pending postmortem while police efforts are underway to arrest the assailants.
