51-year old murdered in Rwampara over land

Police in Rwampara District is investigating circumstances under which a 51-year old woman was murdered. The deceased has been identified as Kinkukuhaire Clemensia, a resident of Ruzinga cell,Rwebogo ward Kibingo Town Council Rwampara District.

It’s alleged that on the evening of 29/12/2023, the deceased went to Rushanje trading centre to look for her two sons; Bahikire Francis and Twiine,who she later told to go back home and proceeded to the drinking place with the sister Kyohairwe Immaculate in the same trading centre, but the two parted ways at 10pm

Samson Kasasira, the Rwizi Region Police Spokesperson says the body of the deceased was later found lying in a pool of blood in her banana plantation besides a pathway a short distance from her home with a cut on her the head on the 30/12/2023.

According to preliminary investigations the deceased has been have having a long standing land issue with her brother Atuhaire Bazilio, who was released from prison in August this year, after being incarcerated for six months over the dispute. It’s alleged that after his release, he started threatening now the deceased with murder.

Bazilio has now been arrested to help police in investigations. Kasasira is appealing to the public to use the police and authorities to resolves disputes whenever they arise, to avert such crimes before they happen.

Residents, Security on high alert during the Festive Season

Police in Western Uganda have announced increased vigilance and deployment across the region ahead of the festive season.

Samson Kasasira, the Rwizi Region Police Spokesperson told journalists that the increased vigilance is meant to ensure security and safety of people and their property during this festive season.

Kasasira said police standby teams including 999 patrol units have been deployed for easy mobility when responding to any incidents.

He also urged the owners of bars, hotels to be extra careful while receiving customers as the festive season approaches.

Kasasira also appealed to drivers to endeavor to follow traffic guidelines in order to avoid any possible accidents noting that Police have deployed heavily on roads to curb the naughty drivers this festive season.

In Bushenyi district, security have announced intensifying night patrols as a way to mitigate crimes during Christmas celebrations.

Speaking to reporters, the Bushenyi district Resident district commissioner, William Katsigazi noted that due to a threat of ADF in the region security committees picked the concern to introduce night patrols together with UPDF to beef up manpower to police.

Katsigazi called on people to be vigilant and appealed to LCs to cooperate and register all new entrants in their villages.

In Rwampara district, the RDC Jane Muhindo revealed that ahead of the festival season, her office has registered increased cases of theft and other crimes. Muhindo urged residents to remain vigilant during the festive season as criminals are on a rampage.

The district security committee resolved to recruit village vigilantes who will work with security to curb down crime in the district during festival seasons.

Kazo: Nshunga Health Centre 111 commissioned in disregard of Court injunction

The Permanent Secretary in the Ministry of Health, Dr. Diana Atwiine on Saturday commissioned four upgraded Health Centre 111s in worth over Ugx5billion Kazo district, including Nshunga Health centre 111 on which court placed an injunction.

On 29th November 2023, the High Court in Mbarara issued an injunction restraining Nkungu Sub-county from carrying out any activities and developments at Nshunga Health Centre 111. It follows a court application in which Mr Byakatonda Yonasani demanded payment of Ugx48million for 3 acres of land he sold to the sub-counties, on which the facility sits.

While the payment was supposed to be met in June 2021, Byakatonda says he has not received any payment since, prompting his to seek court redress. While launching the facilities, Dr Diana appealed to the district authorities to find ways of offsetting Byakatonda’s payment amicably, noting that his decision to give government land before payment was heroic.

Other health centre 111 upgraded and commissioned are; Kanoni health centre 111, Engari health centre 111 and  Nkungu health Centre 111. Meanwhile, Kyengando health centre 111 could not be commissioned, because the contractor had not met all the contractual obligations.

Bulle Easter, the acting Kazo district health officer expressed concern over drug stock outs, especially malarial drugs, noting that the district has a high malaria prevalence.

Youth pinned on stealing salon equipment

An unemployed youth from Bihanga I in Nyamarebe sub-county, Ibanda North Constituency, has been pinned for reportedly stealing assorted salon equipment and other items, including mobile devices.

Ishongororo Grade One magistrate’s court heard that Michael Kajungu allegedly broke into Edwin Nuwabasa’s salon on November 26 and stole the items worth over sh2 million.

Nuwabasa, the owner of the salon, told the court that the suspect and two other people still at large were seen and identified by neighbours while they were escaping the crime scene with the loot.

Nuwabasa told the court that he lost various items during the theft, including a woofer worth sh240,000, two shaving machines valued at sh400,000, two smart phones and one small itel mobile device. Others were an extension cable worth at sh30,000, four telephone chargers as well as a 3GB flash and a pair of shoes and a flask. The thieves also damaged a 22-inch flat screen TV valued at sh240,000.

The court presided over by Fred Mutabazi was told that when a Police dog was introduced at the crime scene, it led the investigating officers to the suspect’s bedroom at his father’s home.

A hammer suspected to have been used in theft was recovered hidden under Kajungu’s bed, said complainant while testifying in the case.

The suspect, who was not at home during the search, was later arrested in Kijungu trading centre and taken to Ishongororo Police station where he was charged accordingly, he added.

Theft contravenes section 254(i) and 261 of the Penal Code Act and carries 10 years in jail on conviction.

His worship Mutabazi adjourned the case to December 20 for further hearing of the prosecution witnesses.

41 Suspected burglars netted in Mbarara crackdown

Police in Mbarara has arrested 41 people believed to be behind house break in in the area. The arrested include 11 juveniles and 25 male adults and their arrest followed an intelligence-led operation carried out by police last night.

The operation was carried out in the Mbarara city areas of Kakoba, Lubiri as well as London Arcade corridors, known as areas for criminal hideouts.

Samson Kasasira, the Rwizi Region police spokesperson noted that the arrested were found in possession of metallic implements which they use to break into people’s houses. They were also found with marijuana.

Kasasira adds that the operation was prompted by complaints from members of the public and the business community in Mbarara City on criminal elements that are involved in shop breakings,waylaying and snatching of property on the street of this city.

The operations come at a time as the Country prepares to enter the festive season, with criminals taking advantage to cause havoc. Kasasira urges the public to remain vigilant and report to police any incident in the community.

Suspected illegal loggers in Kasyoha-Kitomi forest reserve remanded

Ibanda chief magistrate’s court has charged two residents of Kicuzi sub-county with unauthorized entry into Kasyoha-Kitomi forest reserve, a wildlife protected area.

The suspects Godfrey Nuwagaba, 32, of Kategure village, and Patrick Katureebe, 54, of Karembe all in Kicuzi sub-county have been remanded at Nyabuhikye Prison as they await further hearing of the case against them.

It is alleged that the suspects were found cutting down trees in the forest reserve by the National Forest Authority patrol team on September 27th, following a tip off from a community member.

The suspects had two pit saws, one panga, file, an axe, and a sauce pan in their possession, which were impounded by the enforcement team, according to the charge sheet.

According to prosecution, the suspects were found in Kasyoha-Kitomi government forest reserve without lawful excuse contrary to sections 30(a) and 70 of Uganda Wildlife Authority of 2019.  

It further indicates that on questioning, the two admitted to committing the offence. Subsequently, they were taken to the local Police post and later transferred to Ibanda Central Police Station, where they were charged accordingly.

The court, presided over by Winfred Naigaga Kyobiika on November 22, remanded the suspects to prison until December 13 when the case comes up for further hearing. 

Cattle theft: LCI chairperson remanded over clearance letters

A Local Council One chairman has been remanded at Nyabuhikye Prison by Ibanda magistrate’s court over suspected involvement in cattle thefts.

Grevasio Byanyima, the LCI chairman of Mpunda village in Bwenda parish, Rukiri sub-county in Ibanda South Constituency, Ibanda district, and Francis Mpumweire, 18, a boda boda rider in Kahungye cell, Kayenje ward in Gufunda Division, Ibanda Municipality and others still at large are accused of allegedly stealing five cows worth UGX 18m from Achleo Mutatiina.

Mutatiina is a resident of Mabanga cell, Nyamirima in Bufunda Division, Ibanda Municipality.

The two suspects appeared before Ibanda Grade One magistrate Edith Tusabe to take plea on Thursday, November 23, but denied the charges and were subsequently remanded to prison.

State prosecutor Tian Emmanuel had earlier prayed for adjournment of the case, saying that inquiries were ongoing since other accused were still at large.

Byanyima’s bail application was also denied by the magistrate, saying she had no jurisdiction to hear the case. She advised him to apply for bail on November 28th when the case will come up for hearing before the chief magistrate’s court.

Byanyima is suspected have issued cattle movement clearance letters for the animals from Mabanga, a different village that is not under his jurisdiction.

Police records indicate that the suspects were arrested at Kyarihimbi in Kayenje ward with three cows last Wednesday, on November 15th at about 7am by residents who alerted Ibanda Police Station.

Livestock theft is one of the leading security challenges in Ibanda.

Mbarara: Four number plate thieves arrested

Police in Mbarara have arrested four suspected number plate thieves in the Rwizi region.

Samson Kasasira, the Rwizi Regional Police Spokesperson, identified the suspects as Conrad Mwiine,24, a student at Bishop Stuart University (BSU) and resident of Rubiri cell in Nyamityobora ward, Geoffrey Muhwezi, 27, a resident of Rwentondo cell , Vincent Mwebesa, 25, a resident of Rwentondo cell , and Bright Atwijukire, 22, a resident of Koranorya in Mbarara city.

Kasasira noted that the arrest of the suspects follows several cases of theft of vehicle number plates that were recorded at Mbarara central police station and Ruti Police Station.

He added that the thieves steal the number plates they leave a note on the car with a telephone number and instructions to the owner to deposit a given amount of money ranging from UGX 100,000 to UGX 500,000 if they want to repossess them.

Kasasira revealed that the operation led to the recovery of thirteen number plates which include;UBD082J,UBH988P, CGO8317AF19,UAU 842E,UAF228S,UAN827K,UAY087H,UAT786Y,UBK141J,UAQ334S,UBG172G,UBN036Z and UBH506J.

Police findings indicated that the suspects indiscriminately target members of the public and on several occasions, the racket has been busted and members arrested but have resumed their activities upon release from prison.

The Police mouthpiece confirmed the six suspects had earlier been arrested, and remanded to Mbarara Main prison. 

Coffee export revenue rises by 3.4% in October

Uganda’s coffee exports rose by over 3% in October, 2023, with the country raking UGX 298.2 billion in revenue during the period. 

According to Uganda Coffee Development Authority (UCDA) monthly report for October, about 470,080 60-kilo bags, worth $78.96 million (about UGX 298.2 billion) were shipped out of the country last month. This comprised 410,113 bags of Robusta valued at $66.87 million (UGX 252.56 billion) and 59,967 bags of Arabica valued at $12.10 million (UGX 45.7 billion).

This indicates an increase of 3.4% in quantity exported and 18.3% in value compared to the same month last year, says the report.

The amount of Robusta coffee shipments was also up by 3.4%, higher than the same month of last Coffee Year (October 2022), while earnings grew by over 26%. Arabica export volumes rose by more than 2.8% during the period under review, with revenue expanding by 12.18%, indicates the UCDA report.

The sector watchdog attributed the exports performance improved on the back of a good crop harvest in south-western region and the prevailing good prices on the global scene that prompted exporters to release their stocks.

Uganda’s coffee exports for the 12 months, from November 2022 to October 2023, amounted to 6.16 million bags worth $952.24 million compared to 5.83 million bags worth $883.30 million in the previous period (November 2021 to October 2022, the report shows. This was over 5.5% increase in volumes while revenue grew 7.8%, it adds.

The country’s coffee was mainly bought by Italy, Germany, Spain, India, Algeria, Morocco, Kenya, South Africa, Sudan and Egypt.

However, Europe remains the main importer of Uganda’s coffee, taking over 68% of the total exports, according to UCDA

District Commercial Officers warned against mismanaging Cooperatives

The General Secretary Uganda Cooperative Alliance Limited, Ivan Asiimwe has urged District commercial officers to always insist on using the established regulations in the management of cooperatives.

Asimwe asked that cooperatives should endeavor to refer to the available laws and regulations for guidance in financial and social audits, management and other legal requirements to avoid cooperatives from collapsing.

While addressing a capacity and skills enhancement for the District Commercial Officers from the regions of Ankole, some parts of Greater Masaka and Kigezi in Mbarara city at skylight hotel on Monday, Asiimwe acknowledged the fact that many District Commercial Officers are ignorant of the sector rules and regulations in Uganda.

He encouraged them to always endeavor to learn and follow these laws.

Addressing the media at the sidelines of the training, the woman Member of Parliament for Mbarara city, Ritah Atukwasa Bwahika appreciated the initiative noting that it will equip the District Commercial Officers in issues to do with development, organization and growth of cooperatives in the country.

The 3-day capacity and skills enhancement training organized and conducted by Uganda Cooperative Alliance Limited aimed at skilling the District Commercial Officers in areas like cooperative ideology, principles and values, Record keeping, financial accounting among others.
