Kazo District Moves to Lift Quarantine on Animal Movements

The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) has officially lifted quarantine restrictions on animal movements in Kazo District which were imposed due to a Foot-and-Mouth Disease (FMD) outbreak. This decision comes after a successful vaccination campaign that achieved over 95.9% coverage and the implementation of necessary health measures.

Since January 2024, quarantine restrictions had prohibited the movement of cattle, goats, sheep and related products in and out of Kazo District as mandated by the Animal Diseases Act Cap 38. Following the comprehensive vaccination efforts, district leaders submitted a report to MAAIF requesting the reopening of animal markets.

During a meeting at the district headquarters, the Chief Administrative Officer, Hajji Badru Mayanja thanked the production department and all district leaders for their efforts in combating FMD. He urged everyone to maintain public awareness and security especially since surrounding districts are yet to complete their vaccination campaigns.

Deputy District Internal Security Officer Mr. Joseph Mugume who represented the Resident District Commissioner echoed these sentiments and praised the team’s commitment to tackling FMD.

District Production Officer Mr. Zefrine Tumwesigye assured attendees that strict monitoring will be enforced for animal movements from outside Kazo District to prevent any resurgence of the disease.

Rev. Samuel Mugisha Katugunda, the LC5 Chairman lauded the production department’s diligence and called for coordinated action to avert future outbreaks given the ongoing risks in neighboring districts.

The district leadership plans to release detailed guidelines soon regarding the reopening and management of animal markets to ensure safe animal movements and prevent the spread of FMD from neighboring areas.

Suspects Arrested in Sheema District Murder Case

Police in Sheema District have arrested one person and are actively searching for another in connection with the murder of a 68-year-old man.

The incident occurred on March 9, 2025, at around 12:00 PM in Nyamwambo Cell, Kasana Sub County, Sheema District. Marcial Tumusiime, the Greater Bushenyi police spokesperson, confirmed the details and identified the suspects as Fred Murangira, 38, and Obed Bariho, both residents of the area.

The deceased, Patrick Kanwa, 68, was a peasant and a resident of Nyakibere 2 Cell in the same sub-county. It is alleged that Kanwa had been involved in an extramarital affair with Ketra Manywoha, who is the wife of Murangira.

Sources indicate that Murangira had repeatedly warned Kanwa to end the affair, but the deceased did not comply. On the night of the incident, Kanwa allegedly went to meet Manywoha as he had on previous occasions. It is believed that Murangira and Bariho confronted Kanwa and ultimately assaulted him, leading to his death.

Following the incident, Murangira fled to an undisclosed location, while Bariho was arrested and has been handed over to the police for further investigation and legal proceedings.

2 senior figures in South Sudan’s main opposition party arrested

The arrest of Army General Gabriel Duop Lam, a senior figure from South Sudan’s main opposition party has been described as a “grave violation” of the peace deal that ended a five-year civil war according to a spokesperson for the Sudan People’s Liberation Movement in Opposition (SPLM-IO). General Lam along with other senior officials affiliated with the SPLM-IO, was detained earlier this week amid escalating tensions in the region.

These officials are allies of Vice-President Riek Machar whose longstanding rift with President Salva Kiir ignited a devastating conflict in 2013. The SPLM-IO spokesperson Puok Both Baluang expressed concerns about the lack of information regarding the whereabouts of the detained officials. “We are doing our best to avoid any escalation to the situation; however, we need our partners in peace to demonstrate the political will to assure that this country will not go back to war,” Baluang stated.

In response, President Kiir maintained that South Sudan would not return to war with government spokesperson Michael Makuei insisting that the arrests were made because the opposition figures were “in conflict with the law.”

Since gaining independence from Sudan in 2011, South Sudan has faced significant challenges including a civil war that erupted just two years later after Kiir dismissed his cabinet and accused Machar of orchestrating a coup. The conflict resulted in approximately 400,000 deaths and displaced 2.5 million people. A peace agreement reached in 2018 aimed to restore stability but has remained precarious.

General Lam, who oversees the military wing of the SPLM-IO was taken into custody earlier this week while Oil Minister Puot Kang Chol was reportedly seized by security forces during the night. Additionally, Machar’s residence in Juba was briefly surrounded by troops from the South Sudanese army before the situation was de-escalated.

The deteriorating security landscape follows reports that the White Army militia, which allied with Machar during the civil war seized control of a strategic town in Upper Nile state. Accusations have arisen from Kiir’s loyalists, claiming that Machar’s allies are providing support to the rebels.

Baluang asserted that the recent escalation of violence including clashes between the White Army and government troops, “would have been avoided” if the national army’s leadership had adhered to the peace agreement.

Both the United Nations and the African Union have issued warnings that violence in the region could spread and further destabilize the fragile peace. Ter Manyang, director of the Juba-based Center for Peace and Advocacy, emphasized that unless top leadership effectively manages the situation, the country risks sliding back into war.

As South Sudan prepares for its first elections scheduled for 2026 after years of delays, the urgency for a stable political environment has never been greater.

President Yoweri Kaguta Museveni has called on the youth in Uganda to draw inspiration from the nation’s historical figures in their contributions to the country’s development. He made these remarks at the memorial lecture for the late Eriya Kategaya, former First Deputy Prime Minister and Minister for East African Affairs, at the Kololo Independence Grounds.

During his address, Museveni praised Kategaya as a strategic thinker and principled leader who played a significant role in Uganda’s liberation struggles. He emphasized the importance of having clear aims and effective work methods for emerging political actors urging them to be principled in their pursuits to make a tangible impact on the nation.

Reflecting on their long-standing relationship, President Museveni recalled Kategaya’s contributions to the revival of the East African Community and the significance of their collaboration over the last 70 years. He highlighted the importance of working with like-minded political actors who share a vision for Uganda’s progress mentioning historical alliances with former leaders such as Milton Obote and Yusuf Kironde Lule during the 1980s.

”I met Eriya Kategaya 73 years ago, in 1952 when my parents enrolled me in a girls’ school during the second term. As one of only three boys in the school, I connected with Kategaya, who became a key figure in modern education and political activism against Amin’s regime. He stressed that everyone’s contributions were vital and he supported my underground efforts by offering his home in Mulago. Kategaya was a principled leader and despite our disagreements, we had honest discussions particularly after the elections. I suggested he rejoin me to collaborate on shared initiatives like the East African Federation,” Museveni remarked.

Museveni’s remarks serve as a reminder of the foundational values necessary for political engagement and national development encouraging the younger generation to honor the legacy of leaders like Kategaya through active participation in the nation’s progress.

Eriya Tukahirwa Kategaya was a prominent Ugandan politician and lawyer known for his significant contributions to the country’s political landscape. Born in 1945, he served in various capacities, including as a member of parliament. Kategaya played a crucial role in the post-colonial era of Uganda, advocating for democracy and good governance. He was also instrumental during the National Resistance Movement and served as a minister in multiple capacities including, First Deputy Prime Minister and Minister for East African Community Affairs. His legacy, marked by his commitment to public service and efforts to foster national unity in Uganda ended on March 2,2013, when he passed away in Nairobi where he had been hospitalised.

Security guard stabbed to death, suspect apprehended

Police in Bushenyi have arrested a 28-year-old man, Evans Tumwiine alias Kadogo on suspicion of murdering a security guard in a violent confrontation yesterday, March 5 in Katungu cell, Ishaka Division, Bushenyi Municipality.

Martial Tumusiime, the Greater Bushenyi police spokesperson confirmed the incident and identified the victim as Brian Matsiiko, 30, a security guard at the Church of Uganda in Katungu and a resident of the area.

According to reports, the incident occurred while Matsiko was on duty. He allegedly confronted Tumwiine as he entered the church premises suspecting him of attempting theft. When Matsiko tried to apprehend him, a struggle ensued. During the altercation, Tumwiine reportedly produced a sharp object and stabbed Matsiko in the chest.

Matsiko was rushed to Doctor’s Case Medical Center in Ishaka for emergency treatment but unfortunately succumbed to his injuries.

Authorities have since detained Tumwiine as investigations continue into the circumstances surrounding the incident. The police urge the community to remain vigilant and report any suspicious activities to prevent further violence.

2 Injured in Land Dispute Assault-Mbarara City

Residents of Nyamityoobora lower cell, Nyamityoobora ward, Mbarara City are living in fear following an assault on two individuals from the same family in the early morning hours of March 1. The incident which occurred around 2:00am left Lyan Abdukarim and Amina Busingye with multiple injuries.

According to police reports, the victims are residents of the area and were attacked by a group of approximately 30 unidentified individuals armed with machetes, axes and hammers. The attackers vandalized the home of Abdulhakim Lwanyaga while the family was asleep prompting fears of escalating violence linked to a longstanding land dispute with their neighbor, Kennedy Tukwatsibwe affiliated with Mbarara Modern Primary School.

Aminah Busingye, the wife of Abdulhakim Lwanyaga recounted the traumatic experience revealing that the assailants forced them out of their home, tied them up with ropes and left them exposed. She noted that one of their sons managed to escape and promptly alerted officers at the Kijungu police post. The police responded quickly firing warning shots which helped disperse the attackers.

Abdulhakim Lwanyaga who was not home during the assault expressed profound concern for his family’s safety as they await updates from the ongoing police investigation.

SP Samson Kasasira, the Rwizi region police publicist confirmed that the police arrived at the scene in response to a call from the family. He stated that one suspect identified as Mudasco Ssegawa from Nyendo-Mukungwe, Masaka District, has been apprehended. Authorities are actively pursuing other suspects involved in the incident.

Residents Call for Leaders’ Action Against Farmer’s Livestock Destruction of gardens

Residents of Nyungu I and Nyungu II in Kyampangara Subcounty,Kazo district gathered at the Resident District Commissioner’s (RDC) office yesterday to voice grievances against a local farmer, Jane Ampaire Tushabe, whose livestock have been wreaking havoc on their crops. The concerned farmers, revealed that the destruction of their crops by Tushabe’s animals has been a persistent issue since 2015.

Community members expressed their deepening concern over a threat of famine as the ongoing damage has rendered them unable to cultivate their fields effectively. “We are worried about impending famine in our parish as we can no longer grow crops with fear of them being destroyed by these animals,” stated one resident.

James Tushabe who was married to Ampaire until 1995 when they stopped putting up under one roof revealed that while he is the owner of the land,he has no hand whatsoever in what his estranged wife and children are doing to the locals. He encouraged the locals to follow the law to the dot until they find legal redress.

Tushabe expressed disappointment in the district authorities for their failure to address the matter that has threatened residents with famine and loss lives.

Asiimwe Absolom, the parish councilor for Nyungu who also doubles as the subcounty speaker, confirmed the residents’ complaints emphasizing that the issue had gone unresolved for far too long. “This has been a significant problem for us and it’s time for action to be taken,” Asiimwe remarked.

Mugisha Paddy, the Deputy RDC for Kazo District assured the residents that they are aware of the situation and are committed to intervening. “It is our responsibility to address this issue,” he said adding that ‘a resolution is expected by Monday’.

Residents are hopeful that the meeting with the RDC’s office will lead to a timely resolution of the matter allowing them to resume their agricultural activities without fear of losing their hard work to roaming livestock.

Man Arrested After Fatal Attack Left One Dead, Another Injured

Police in Mityana District have apprehended James Agongu, a resident of Kasambya Village, Bujayo Parish, Kalangalo Sub-County following a violent attack that resulted in one death and left another person injured. The incident occurred in the early hours of Monday morning around 4:00 a.m when Agongu reportedly knocked on doors while wielding a panga.

According to Racheal Kawala, the spokesperson for the Wamala Regional Police, the attack turned fatal when 45-year-old Sylvester Luyimbazi opened his door to investigate the disturbance. Agongu fatally attacked Luhimbazi while another resident, 48-year-old Steven Byakatonda sustained injuries and was promptly rushed to the hospital for treatment.

Agongu has been arrested and investigations are ongoing. Preliminary findings suggest he may be suffering from a mental illness as noted by Kawala. Following a post-mortem examination, Luyimbazi’s family has been given his body to prepare for burial.

Hailstorm devastates Bumbaire

The villages of Obwiino, Rwentaka and Nyabwina in Bumbaire subcounty Bushenyi district are facing an imminent food crisis after a powerful hailstorm wreaked havoc on their agricultural plantations and homes. The storm which lasted three intense hours brought heavy downpours that destroyed critical crops including coffee, bananas, cassava and bean seedlings.

Residents are grappling with the aftermath of the storm, assessing the extent of the destruction and the impact it will have on their livelihoods. Kyompaire Evas, a resident of Rwentaka Village expressed deep concern about the damage to her community’s gardens and the looming threat of starvation. “This storm has left many of us without food and we are afraid of what the future holds,” she stated.

The local leadership is equally alarmed. Bakunda Saverino, the LC1 Chairperson has made a heartfelt appeal to the government for immediate assistance. “We urgently need food relief items and seedlings to help our communities recover from this disaster. Many families are on the brink of starvation,” he urged.

As families begin to recover from the shock, the urgent need for support and resources is clear highlighting the vulnerability of agricultural communities to extreme weather events. The situation remains critical as residents battle not only the physical destruction of their homes and fields but also the emotional toll of uncertainty about their future food security.

Doctors Urge Adherence to Prescriptions to Avoid Health Risks

Doctors at Mbarara Regional Referral Hospital are sounding the alarm for patients with high-risk diseases such as hypertension and diabetes to strictly adhere to their medical prescriptions and attend regular checkups. Overlooking these recommendations can lead to severe health consequences including hemorrhagic strokes and brain diseases.

Dr. Kevin Lillehei, a neurosurgeon at the facility highlighted the concerning trend of patients skipping scheduled checkups once they start feeling better which compromises their long-term health. “It’s crucial for patients to understand that just because they feel fine does not mean their condition has improved. Neglecting prescribed medical follow-ups can put them at an increased risk for serious complications,” Dr. Lillehei warned.

Dr. Blessing Rutaremwa, echoed these sentiments pointing out that widespread myths surrounding neurosurgical conditions contribute to inadequate treatment. Many patients harbor misconceptions about conditions such as spine and brain surgeries leading to delays in seeking appropriate medical care.

“Ending the myths related to these neurosurgical conditions is vital,” Dr. Rutaremwa urged. “People should seek medical attention and advice promptly rather than relying on unfounded beliefs that can jeopardize their health.”

The doctors are calling for increased public awareness about the importance of consistent medical care and the dangers of neglecting health issues related to hypertension and diabetes. They stress that timely medical intervention is key in managing such chronic diseases and preventing acute health crises.
