Kayunga District staff are mourning the death of their own; Engineer Steven Anguyo, 32, who fell into his own pit-latrine suspected to have been constructed shoddily.
Innocent Dusabe, the district CID, said Anguyo, who has been chief plants operator, fell into his own newly constructed 40 feet deep pit-latrine last evening while easing himself after he had retired home at around 5pm.
It is said that one of the people at his home heard a loud bang in the toilet and alerted neighbours who rushed to the scene.
Later, the fire brigade and rescue team from Kayunga Town arrived at the scene and on retrieving him, Anguyo was already dead.
A man who allegedly went on rampaged and hacked to death two of his neighbor’s children in Kanungu District, western Uganda on Thursday has been lynched to death.
Edward Birungi, 40, a resident of Kagarama cell, Nyarutojo parish, Kambuga Sub-county, Kanungu District was on 17th February 2022 reported to have gruesomely murdered two toddlers Tracy Nabasa, 8, and Ian Owembabazi, 3, who he hacked to death.
It is reported that Birungi, first accused the children’s father, Frank Kato, a resident of the same area, of having extra-marital affairs with his estranged wife who had just separated with him about two weeks prior to the incident.
After hacking his neighbor; Kato’s children, Birungi is said to have gone into hiding.
He was, however, intercepted by locals as he attempted to flee to the neighboring Rukungiri and lynched to death on Friday afternoon.
Elly Maate, the Kigezi region police spokesperson confirmed the mob action and blamed the people for taking the law into the hands.
He said the mob should have arrested Birungi and handed him over to the police for prosecution in the courts of law.
Henry Mwongyera; the Kanungu LCV vice chairman, said he believes Birungi was under the influence of drugs when he hacked his neighbor’s children.
The victims of Birungi’s action were on Saturday laid to rest at their home in Kigarama cell, Nyarutojo parish, Kanungu district.
Police in Kanungu is hunting for a 40-year-old man who allegedly cut two innocent toddlers to death.
Elly Maate, the Kigezi region Police spokesman has identified the suspect as Edward Birungi, a resident of Kagarama cell Nyarutojo parish Kambuga sub county, who allegedly cut two children identified as Tracy Nabasa(8) and Ian Owembabazi, (3) both children of Kato Frank of the same village.

Maate explains that today 17th/02/2022 at around 4:00PM the police received information from Augustine Mutabazi; the area chairperson that two children had been murdered.
The suspect suspected that his neighbor, Kato, the father of the children was having an affair with his wife who had divorced him two weeks ago. He reportedly picked a panga, found the children alone at home when the father had gone to the garden, chased and hacked them to death, after which he disappeared.
Maate said that when the Police was informed, they immediately visited the scene, recovered the bodies and conveyed them to Kambuga Hospital for postmortem examination and joined the residents to hunt for the fugitive suspect.
The case of murder has been registered at Kanungu District Central Police Station under reference number CRB 110/2022 to help in investigations.
Uganda’s former Prime Minister John Patrick Amama Mbabazi has been appointed to head a new regional security outfit tasked to provide security to member states.
Following his recent travel with President Museveni to Congo Brazzaville and Senegal at the invitation of President Macky Sall, the current chairperson of African Union, the duo witnessed the launch of the Africa Global Security Foundation on February 13 in Dakar, Senegal.

Appearing at his first media briefing at Kololo-Kampala on Wednesday, Mbabazi said the Foundation will primarily focus on security, international affairs, and how to improve safety of member states of Congo-Brazzaville, DR Congo, Togo, Mauritania, Senegal and Uganda.
Mbabazi who will be deputized by Jean-Yves Ollivier, the champion of backchannel diplomacy said after the meetings with several African heads of state and other regional players, he has the confidence of the leaders who currently subscribe to the organization.
“The Presidents of the member states, including President Museveni, have confidence in me. My Pan-Africanism is known, and I have been consistent in my support for African liberation. My pedigree on security is self-evident,” Mbabazi said.
Ollivier is most famous for his role in the Brazzaville Protocol in 1988 which ended South Africa and Cuba’s involvement in the Angolan war.
Mbabazi revealed that the foundation remains open to all African states that subscribe to its objectives and are willing to participate in it.
“This will hopefully contribute to the shaping of member states foreign and security policies in the increasing dynamic environment and help build a safer and more stable region and world,” he said.
Several countries in Africa, including Djibouti, Mali, Madagascar and Guinea, Central African Republic (CAR), Burkina Faso and many others have been hit with attempted and successful coups.
In renewed ties President Museveni also appointed Mbabazi as a presidential envoy to the Great Lakes Region (South Sudan and Ethiopia) in October 2021.
“So he offered me (the job) and I accepted to be the special envoy on the Great Lakes Region, South Sudan. And I agreed because I believe in peace, I believe senseless war is something all of us must bring to an end and I am happy to play my part in that effort,” said Mbabazi.
Police in Fort Portal Central Division is investigating a case where one person was shot on Wednesday night on allegations of stealing from a vehicle parked at a police station.
Anguyo Jaffar, a Police constable attached to FFU Fort Portal Central Police Station said he saw an unidentified man suspected to be in his 20s stealing a spare tyre from a taxi, REG No. UAW 073P which was parked next to the Quarter Guard.
PC Jaffar who was on duty tried to stop the suspect but the latter removed the tyre and started running.
Vicent Twesigye, the Rwenzori West Region spokesperson confirmed the incident saying the officer shot in the air once to scare him, but the thief continued running with the tyre. This prompted the officer to shoot at the thief once on the left leg and having been disabled, the suspect fell down and the officer informed the OC Station who informed the OC Station who also informed the Regional SOCO, Regional CIO, OC CID and other officers that visited and documented the scene.

A case of stealing from a vehicle was opened pending investigations. The tyre and metallic rod which were recovered from the scene taken were taken as exhibits.
The suspect was arrested and rushed to Buhinga Regional Referral Hospital where he is still receiving treatment.
Police preliminary investigations indicated that the suspect had planned for the theft with intentions of breaking into any vehicle as he calculated the movements of the station guard.
Uganda Revenue Authority (URA) has intercepted over 10,000 kilograms of illegal cosmetics in the Central Business District of Kampala and its peripheries.
Ibrahim Bbosa, the URA spokesperson told journalists that the cosmetics had been disguised as Movit products and were loaded on two trucks with REG No. UAU 839E and UBB 993F. He said these were intercepted at Nalukolongo and the Northern By-pass in Kampala.
Bbosa said the illegal cosmetics included Carolight lightening cream, Diproson, Skin Light, Clairmen lightening cream, Coco pulp, citrolight, Cocoderm lightening cream, white secret lightening, body lotion, and body oil and soaps.

“These cosmetics are prohibited in Uganda because they contain hydroquinone and mercury chemicals scientifically proven to be one of the leading causes of skin cancer. The East African Community Customs Management Act also prohibits the importation of such harmful products and protects society from consuming such goods in the region,” said Bbosa at a press briefing.
Bbosa explained that the importation of such smuggled illegal products also creates unfair competition on the market because they do not pay taxes which is a disadvantage to traders who deal in safe cosmetics and pay taxes.
Geoffrey Balamaga, URA’s Enforcement Manager, said smuggling of illegal cosmetics has manifested mostly in the areas around Lake Albert, the porous points of Mpondwe, Hoima area, Congo Borderline in the west, Bunagana, Butogota, and others.
He said between June 2020 and June 2021, URA enforcement teams seized 3,492 cartons of assorted contraband cosmetics totaling to 39,748kgs.

“URA has intensified operations to curb the smuggling of contraband items by leveraging the use of Non-Intrusive Inspection technology at the border points and field intelligence enforcement operations,” said Geoffrey.
According to the Act, a penalty of 50% of the value of goods or imprisonment for a term not exceeding 5 years or both is handed to those caught in violation of the law.
Section 199 of the Act also states that the transporting vessels are liable to a fine not exceeding seven thousand dollars, and any vessel and goods in respect of which such offence has been committed shall be liable to forfeiture.
Singer Pius Mayanja, popularly known as Pallaso, spent Tuesday morning sweeping the streets of Masaka in apology for turning up late for a concert on Monday night.
On Monday, Team Good Music singer Pallaso was supposed to perform at a concert at Maria Flo Hotel in Masaka.
After all featured local stars had finished their performances, revelers who had paid their money with excitement of watching the headlining act’s performance demanded the organizers to produce the singer on stage. However, Pallaso was no-where to be seen which angered the crowd that turned chaotic.
Pallaso later showed up at 2am, but they were not ready to let him sing. It was after negotiations and deep conversations with the organisers, it was resolved that he would perform the next day.
To apologise for his act, Pallaso gathered a few of his friends and subjected himself to community work. They swept some of the streets in the Masaka center as they interacted with the locals.

Pallaso further issued his apology on social media through a series of posts and asked for his fans to forgive him.
Police officer held over criminalizing a suspected case of adultery.
During a press briefing yesterday, Fred Enanga; the Police spokesperson said that Inspector of Police Julius Ogwang, attached to Kira Road Police Station, has been arrested over an incident in which he registered a case of adultery as a criminal case.
According to Enanga, adultery is supposed to be purely a civil matter and Ogwang will be charged with discreditable conduct, which upon conviction, can lead to dismissal from the force.
“Last week, we witnessed an incident in which a shameful matter of adultery where the two victims were arrested and interrogated on camera, in a manner that violated their privacy. Adultery is no longer a criminal offence in our country. Therefore, criminalizing it, is an act of unprofessionalism and abuse of authority, which the force cannot tolerate,” Enanga said.

He cautioned all married persons whether in estranged, complex or sensitive relationships, to respect the sanctity of marriage and use lawful means, instead of smearing one’s reputation.
Enanga advised that adultery can be used as a ground for civil processes like divorce, separation, custody of children and sharing of property under circumstances where victimized married persons have reported their matters to Police.
“These include complaints of elopement, where one elopes with a married person and stays with them, trafficking in persons, where a person uses their power or positions of superiority and takes advantage of the victim’s vulnerability or disability, and under domestic violence, where the victim is tortured physically or emotionally by the sexual behaviour of a married partner,” said Enanga.
Enanga said the arrest of Ogwang should act as a warning to other undisciplined officers, who look to gain from proceeds of their selfish interests, at the expense of the Uganda Police Force mandate.
“Other areas where the public, in conspiracy with selected officers, criminalize civil matters, are private debts, where thousands are threatened with arrest. We strongly condemn the criminalisation of civil matters in police,” he stated.
Enanga emphasized that the alleged actions of their officer (Ogwang) do not represent the majority of the exceptional police officers, who go above and beyond the call of duty, to protect life, property and the community, every day.
A Kenyan man identified as Kelvin Waweru, 36 collapsed following an unexpected romantic union between him, his wife, and 4 girlfriends.
His wife identified as Eunice Nkirothe, said she approached the four women whom her husband had been cheating on her with and they agreed to host Valentine’s lunch date for him.
“We contributed ksh 10,000 each to make him happy and proud as his women but after seeing the 3 of us approaching their table, he fainted,” Nkirote narrated.
The women made an agreement that whoever between them who will be contacted by Mr. Waweru will inform them the venue and they will join them.
Waweru is reported to be currently undergoing medical examination at the St. Joseph Medical Center in Westlands Nairobi to recover from this shock.
Staff and pupils at Kanoni primary school, Kanoni Sub-county, Kazo district have been left stranded after a heavy storm blew off the roof of their classrooms yesterday evening.
The heavy rain characterized by strong wind and thunderstorms destroyed several other properties in Nyarubanga, Kitongore, Rwemengo and Bwagonga parishes and Kanoni trading Centre all in Kanoni Sub-county.

Hon Ntungire Fred, the district councillor Kanoni Sub-county told our reporter that among the properties destroyed was a school block at Kanoni primary, the head teacher’s office and the staff quarters, the Sub-county office block and banana plantations among others.
