In a statement released earlier, the World Health Organization also confirmed that the 24-year-old man in Mubende had tested positive for “the relatively rare Sudan strain” of the virus.

“We are working closely with the national health authorities to investigate the source of this outbreak while supporting the efforts to quickly roll out effective control measures,” they added.

While speaking to our reporter, the Kazo District Health Officer, Dr Tweheyo Samuel Kiroha has urged all people to be vigilant and prevent the spread of the disease.

“Human transmission is through body fluids, with the main symptoms being fever, vomiting, bleeding and diarrhea” said Dr. Tweheyo.

Dr. Atwine also called for calm and extra vigilance from Ugandans saying the ministry is working with partners who have instituted preliminary containment measures to control the spread.

First identified in 1976 in the DRC (then Zaire), the virus, whose natural host is the bat, has since set off a series of epidemics in Africa, killing around 15,000 people.

DRC has had more than a dozen epidemics, the deadliest killing 2,280 people in 2020.

Uganda shares a porous border with the Democratic Republic of Congo, which has experienced several Ebola outbreaks in the past, most recently in 2019, when at least five people died.

Less than six weeks after an epidemic in the country’s northwest was declared over, the DRC last month recorded a new case in the East.

According to WHO, there had been seven previous outbreaks of the Ebola Sudan strain, four in Uganda and three in Sudan.

Kitagwenda District Councilors boycott Council sitting over non-payment of allowances.

Kitagwenda district councilors have refused to convene a planning council meeting over non-payment of their ex-gratia and committee allowances.

The decision followed a closed meeting between the councilors and Kitagwenda chief administrative officer (CAO) Richard Ssebandeka at the district offices on Monday.

The boycott which was announced around 1pm prompted an emergency meeting of the district top leadership, including the CAO, LC V Chairman Ismail Mushemeza, speaker James Baguma, DPC Henry Mugarura, the RDC and DISO.

After the meeting that lasted about an hour, Mushemeza said the money was already on the district general account but they have no rights to access the money.

Councilors during the first sitting at the district headquarters on Monday.

Although the councilors refused to discuss the matter with the media, sources indicate that the councilors were protesting non-payment of their ex-gratia and sitting allowances for attending committee meetings and council and committees on empty stomachs.

The other grievance, the source said, was lack of implementation of a number of council resolutions, including failure to provide council a list of all district employees to weed out ghost workers.

Councillors are entitled to a pay of UGX 175,000 each per month as ex-gratia while their council and committee sitting allowance is got from 20 percent of local revenue collection in the district.

Meanwhile Kitahwenda CAO, Richard Sssebandeke, explained that the issue of delayed ex-gratia is a national challenge that is being experienced by other districts across the country, adding that the ministries concerned are working to address it.

On the way forward, district speaker, James Baguma said the leadership has agreed to hold the aborted council meeting on September 29.
