Chairpersons of Parish Development Model (PDM) SACCOs and parish chiefs have been warned against asking for money from the beneficiaries of PDM.
Speaking to people in some groups in Migina and Buremba sub-counties on Monday, Rev Samuel Mugisha Katungunda, the LC V chairperson Kazo district said that they have received reports that some officials are asking for money to help the beneficiaries to give them forms for photocopying and other processes to access the funds.
Asiimwe JohnBosco, one of the victims from Kikoni Parish, Migina sub-county raised his complaint saying that their group chairperson asked for money and paid 6000 for forms and 5000 for submission.
Asiimwe noted that he was so surprised to hear that they are not supposed to pay for registration to be considered for this money.
Several other residents accused the officials managing the program of soliciting money from them and the chairman directed that people should be given back their money.
In response, one of the chairpersons of Kikoni-Migina, Richard Tuhirirwe accused of asking for money refuted all blame games and accusations and explained that they ask for money for stationary according to how they were taught in the ongoing PDM training.
Mary Busigye, another PDM Chairperson in Kibwera, Bigusyo parish, Buremba sub-county also revealed that the act of asking for money comes from the training they got as leaders.
This week, the chairman started mobilization of different groups in the whole district to explain how PDM is to be implemented.
Kampala Metropolitan Police has arrested an intern nurse at Entebbe Grade B hospital over allegations of rape and attempted rape of two female patients at the hospital.
Luke Owoyesigyire, the Kampala Metropolitan Police Spokesperson confirmed the arrest which happened on Saturday and identified the suspect as Kutesa Denis who is currently detained at Entebbe Central Police Station.
Owoyesigyire revealed in a statement that according to the allegations, the suspect identified his victims from the gynecology ward and then dragged them using a substance suspected to be chloroform before raping them.
“Suspected chloroform substances were recovered from his place of residence at the hospital, and a letter was found where he requested to be prayed for immoral thoughts he had been experiencing,” read the statement in part.
“We would like to inform the public that it is possible that there may be more victims of Mr. Kutesa Denis’ alleged crimes, and we urge anyone who may have been a victim to come forward and report to the nearest police station. We take all allegations of sexual assault very seriously, and we are committed to ensuring that justice is served for all victims,” said Owoyesigyire in the statement.
Police has reassured the public that the safety and security of patients in hospitals are of utmost importance to them, and they will work closely with all stakeholders to ensure that such incidents do not occur in the future.
Authorities in Kiruhura district led by the Chief Administrative Officer, Charles Kiberu Nsubuga have treated head teachers’ of government-aided Primary schools and the district leadership to a retreat to appreciate them for excellent performance in the 2022 Primary Leaving Examinations.
This retreat took place on Sunday at Lake Mburo conservation education Centre, Lake Mburo National Park and was aimed at exchange of ideas between head teachers and district leaders about challenges in schools and how they can continue improving performance in PLE.
Principal Inspector of schools, Mwine Lamech Mirembe noted that parents who are unserious with school activities destroy schools’ performance. He urged leaders to help in mobilizing pupils to ensure big turn up of them in schools.
Jovanice Rwenduru Twinobusingye, the Woman MP for Kiruhura district appreciated head teachers for fighting for the good performance and putting the district in good image academically.
Wilson Kajwengye, the MP Nyabushozi County urged head teachers to work hard and get first position in performance nationwide.
District Education Officer, Busingye Merab said the intention of the retreat was to appreciate those schools for the good performance they got as the district in PLE and sharing challenges affecting schools so that the district can solve them.
Chief Administrative Officer, Kiberu Nsubuga promised to answer all questions of head teachers as well as promoting them.
A section of head teachers who spoke to our reporter said they have benefited a lot from this retreat.
Residents of Swazi parish in Kyamuhunga Sub-county, Bushenyi district have closed Swazi- Karinju road in protest against the planned move by Uganda Wild Authority (UWA) and the ministry of tourism, wildlife and antiquities of upgrading Karinju forest reserve to a National park.
The angry residents were on Sunday seen carrying placards, with written notes against the takeover, they blocked the Swazi road which they say National Forest authorities use to access Karinju saying the forest has been instrumental in their livelihood, with access to medicinal herbs, firewood, and others.
A section of residents noted that elevating Karinju forest to a national park will increase the chances of wild animals attacking them just like has been the case recently.
Speaking to our reporter, Tobias Ramsey who was leading the protestors said this forest has been useful to them in terms of social economic development as all the five factories in the sub-county use firewood from the grassland catchment area that employs a lot of people.
Airtel Mobile Commerce Uganda Limited (AMCUL) in collaboration with other Fin-Tech Stakeholders have held a dialogue on how to achieve a progressive regulatory environment that supports affordable digital financial inclusion for Uganda.
The fin tech sector is regulated by the Bank of Uganda under the National Payments Systems Act (2020) that was enacted in 2020 and whose regulations came into force in June 2021.
According to the Bank of Uganda (BOU) records, as of September 30, 2022, twenty-three (23) entities had been licensed under the NPS Act, 2020 with a recorded volume of UGX3trillion in industry transactions.
AMCUL, as a Payment System Operator and Payment Services Provider, was the first licensee to be granted licenses under the new regulations.
Speaking at the stakeholders’ dialogue hosted by AMCUL at Kampala Serena Hotel, AMCUL Managing Director, Japhet Aritho said, “We are delighted to have hosted this engagement as part of our confidence building in this important Fin-Tech sector. The discussions were thought provoking and setting the stage for Innovations, inclusion, and affordability that AMCUL is known for.”

Mobile financial services have grown tremendously. Currently, the country has about 40.7 million digital wallets shared between mobile network operators and non-mobile network operators, transacting an average of UGX 5.99 trillion in person-to-person.
According to June 2022, BOU data, the volume of transactions grew from 3.9 billion to 4.8 billion during the same period. This number is projected to grow due to the projected positive economic outlook.
Hon Henry Musasizi the state minister for Finance- General Duties acknowledged the growth in the Fin tech sector and applauded the players for the good work done.
“Airtel Money, with other players, were very instrumental in maintaining the economy during the difficult covid-19 lockdown. I thank you for supporting government is keeping Uganda working during that difficult time. The growth in mobile money services has been phenomenal since it was introduced 10 years ago. It has deepened financial inclusion, lowered the transaction costs, improved rural access to financial services, and integrating greater customer convenience,” said Musasizi.
“I applaud our regulators like the Bank of Uganda, Financial Intelligence Authority, Uganda Revenue Authority among others for supporting us in the implementation of the technical and regulatory framework which guides our day-to-day operations. We have made commitments to the development of a fair, predictable and progressive regulatory environment. We will continue to engage to realize these commitments,” concluded Aritho.
Kazo model primary school has recognized and awarded the best performing pupils in PLE 2022.
The thanksgiving ceremony for outstanding performers in PLE 2022 was organized by OBs and OGs of the school under their umbrella body, Kazo Primary School old Students Association (KAPSA) and held at the Kazo town council-based school on Wednesday.
Speaking at this function, Frank Kanduho, a member of KAPSA representing the chairperson of this association Dr. Byamukama Denis appreciated the school management for utilizing their funds well by showing accountability.
Kanduho further urged the school to always involve their learners in hands-on activities and other traditional activities in order to ensure they are well nurtured.
Rev Samuel Mugisha Katugunda, the Kazo district LC V chairperson challenged the school to allow poor people to also bring their children to this school rather than asking for a lot of money.
Hon Jennifer Muheesi, the woman Member of Parliament for Kazo district, urged other schools to copy and take an example of Kazo model primary school as parents go back to their schools.
Speaking as the function’s chief guest, Hon Dan Atwijukire Kimosho, the Member of Parliament Kazo constituency appreciated the school management for maintaining the effort and called upon parents to wake up and support their school by giving the small they are asked, to maintain the school performance.
Sam Murarira Kanduho, the Kazo model primary head teacher told our reporter that the good performance came up as a result of a collective effort of both parents and teachers.
The school registered 55 pupils in first Grade in 2022 and these outstanding learners were rewarded with mattresses, mathematical sets, and certificates while the best performing teachers were also given money and the teacher of good performing subject (Social studies) was given a prize of UGX 1m.
Police in Rukungiri are investigating circumstances under which a 22 year old student in S.6 vacation was found dead in a bar lodge room.
Elly Maate, the Kigezi Region Police spokesperson confirmed the incident and identified the deceased as Davis Turyatunga, a resident of Binyena village, Kisizi parish, Nyarushanje sub-county in Rukungiri district.
Rosemary Kyomuhendo, the mother to the deceased intimated to police that on 12th Feb 2023 at about 11Pm at Binyena village, Twinamatsiko Sustino, 20, also a student in ‘O’ level vacation moved with the deceased to an unknown place.
Kyomuhendo added that they were later seen at Ensinikweri Moses’s bar at Kisizi upper trading center where they allegedly asked to be served drinks in a private room lodge section.
It’s further alleged that at around 4Pm, Twinamatsiko informed the bar attendants that his colleague (the deceased) was very drunk and unable to move by himself, hence left him sleeping in the lodge room.
Maate adds that surprisingly, Turyatunga was found dead by bar attendants in the morning of 13th February 2023 at about 10:00am when they checked on him after he failed to open.
Police was duly notified and upon visiting the scene, they discovered 4 empty plastic bottles of Torero drink and 2 empty bottles of Sting energy drink in the room where the body was found.
The Body was then conveyed to Rwakabengo health center III mortuary for postmortem and the two bar attendants as well as Twinamatsiko have since been arrested to help police with investigations.
Police in Rubirizi district are investigating the circumstances under which a 28 year old man committed suicide.
Martial Tumusiime, the greater Bushenyi region police spokesperson confirmed the incident and identified the deceased as Fred Ayebazibwe a resident of Kisita A cell ,Mugyera parish, Katanda sub-county, Rubirizi District.
The case of Ayebazibwe’s disappearance was reported at Katerera police station by the chairperson LCI of Kisita A village on Sunday after he went missing on 11/02/2023 at around 9:00PM.
After reporting, the Chairperson went back home and mobilized the area residents who began the search for Ayebazibwe.
He was later found hanging on a tree using a mosquito net rope about 200m from his home.
Tumusiime added that the deceased had misunderstandings with his wife Kyosimire Jackline and they always had family quarrels arising from the man drinking too much alcohol, stealing household items like utensils and matooke harvested from the woman’s banana plantation and selling them in exchange for alcohol.
The wife had deserted the man several times and could be brought back on agreements that he is to stop taking alcohol.
This time she had spent about two months away and when they tried having her back into the family she completely refused.
Government has been asked to always support village government aided schools with enough laboratory equipment to enable them perform well in science subjects and art subjects.
This call was made by Ayebare Moses, the Director New High school-Bukiiro in Mbarara district while awarding gifts to the best five performing students in 0- level exams 2022.
Ayebare said that the school receives little funds every financial year yet they need to develop the school and become the model school in the district.
While awarding the best performing students with Mattresses and books to enable them continue their studies, Nasasira John, an OB at New High school 2014 working with the Uganda National meteorological authority, called upon students to always focus on books first if they want to get good grades in their exams.
District councilors from greater Bushenyi sub-region (comprising of Bushenyi, Mitooma, Sheema, Rubirizi, and Buhweju districts) have resolved to petition the ministry of local government to increase their emoluments and allowances.
During a press conference held at Peak hotel in Bushenyi town, the chairperson of greater Bushenyi councilor’s association Adinan Tumuhairwe noted that they currently earn UGX 170,000, which he says is inadequate and unsustainable compared to the high cost of living in the country and expectations of the electorate.
“We want that money to be enhanced to at least Shs1.5 million. A good increment on our money will help us keep our integrity uncompromised, especially when monitoring programmes,” said Tumuhairwe.
Dickens Muhwezi, the LC V councilor representing Nyakizinga Sub-County in Mitooma district noted that they still have a challenge of the local government act that limits them from discussing matters concerning their respective communities.
According to the Local Government Act expenditure of the local government council in a financial year on emoluments and allowances of the chairperson and councilors shall not exceed 20% of the total local revenue collected in the previous financial year.
Judith Bakyara Nkuba, the lady councilor representing the elderly in Mitooma district said that the council resolved to write to the minister of local government seeking authority to spend above and over 20 percent of the local revenue to facilitate the council operations.
