Build Bridges in Leadership, Student leaders encouraged

On Wednesday, October 9, 2024, the Prefectorial Body of Kazo Secondary School was encouraged to nurture mutual understanding among their peers for the betterment of the school. This message was delivered during the induction service for prefects held in the school’s main hall in Kazo Town Council, Kazo District.

Among the facilitators were Abaho Paul, a journalist and former student leader; Rev. Eric Byakatonda, an educationist and clergy leader and members of the school administration.

Rev. Byakatonda voiced concerns about lack of mutual understanding among many prefects which he warned could create rifts among students and threaten the school’s future. He noted that in the past student leaders often lacked essential moral values which would jeopardized the well-being of future generations. He urged the prefects to embrace humility, discipline and problem-solving skills and to foster harmonious relationships with the school administration.

During the session, Abaho reminded the prefects of the limitations of their respective roles. He encouraged them to seek guidance when faced with challenges. He emphasized that leadership is seasonal and those called to serve must remember the purpose of their calling.

The school’s headteacher, Akahangirwe Omutwe Nikokagwaata Amos addressed prefects and discouraged them from engaging in rule-breaking and any forms of immorality. He urged them to promote a positive image of the school and not to engage in disreputable acts. He encouraged prefects to collaborate with their teachers and the administration to enhance the growth and development of the school.

Speaking to our reporter, Apollo Baningye,the Headboy and his prefecture expressed gratitude to the facilitators and the administration. They called for continued support and promised to work diligently towards the school’s development.

Bushenyi Businessman Dies in Hotel Room After Checking In with un identified Woman

Police in Bushenyi District are investigating the circumstances surrounding the death of a 54-year-old businessman Isaac Ruhigwa Atwine who was found dead in a lodge in Kizinda-Kigoma Town Council. The incident occurred on the night of October 9, 2024, around 10:30 PM coinciding with Uganda’s Independence Day.

Martial Tumusiime, the Greater Bushenyi region police spokesperson confirmed that Atwine, a resident of Bwegiragye in Ishaka, arrived at Deluxe Hotel in Kizinda with an unidentified woman at approximately 6:00 PM. Upon checking in, Atwine was observed to be holding half a glass of beer which he had brought from outside the hotel premises. Hotel records captured Atwine’s name and address but he requested that the woman’s details remain unregistered.

The couple was assigned to room D8 and at around 7:30 PM, the woman was seen leaving the hotel alone. Shortly thereafter, she informed the hotel owner, referred to as Dotcom, that Atwine was in poor health. In response, Dotcom who was off-site at the time instructed the hotel receptionist, Kihembo Vian, to establish what could have gone wrong only to discover Atwine unresponsive and lying on the bed fully covered with a bed cover.

After confirming the situation, Kihembo immediately notified Dotcom who subsequently reported the death to the police. Tumusiime noted that Atwine’s body was transported to Kampala International University Teaching Hospital for examination and there were no signs of torture found on the body. It was also reported that Atwine was discovered completely naked upon the removal of the bed cover. The investigation is ongoing as authorities seek to gather more information about the circumstances leading to Atwine’s death and the identity of the accompanying woman.

Students of Ishaka Adventist College Strike,destroy property

Police in Bushenyi District are investigating the circumstances surrounding a students’ strike at Ishaka Adventist College which occurred on Tuesday night following the cancellation of Independence eve celebrations.

Martial Tumusiime, the Greater Bushenyi region police spokesperson confirmed the incident that resulted into significant property damage with losses amounting to millions of shillings.

According to reports, students had planned to celebrate the evening with dancing, bonfires, drama, and singing. They had even distributed flyers with their planned activities including “sex competitions that would allegedly start at 6:30 p.m. until late.”

Tumusiime stated that the school headmaster had advised against the celebration but the students disregarded his instructions culminating into a violent riot that resulted in widespread destruction of property. This included smashing dormitory and classroom glass windows as well as damaging vehicles, chairs, and desks.

Efforts by school administrators to calm the students were unsuccessful and the matter was promptly reported to the police who intervened to restore order. Police and military personnel were deployed to prevent further damage and secure the premises.

Tumusiime noted that this type of celebration had been a tradition at the school, but a change was instituted by the administration following a meeting on October 3rd, 2024. Students learned of this change on Monday which may have contributed to their unrest.

Both O and A-level students participated in the strike during which violence escalated with stones being pelted at literally anything at the school campus. Some students were hospitalized due to injuries sustained during the chaos while others reportedly fled the school after the incident.

Police and military presence remains heavy at Ishaka Adventist College as investigations continue.

Construction of School Project worth Shs2.7bn launched in Kazo

The 2.7 billion shillings worth school project has been launched at Burunga Seed Secondary School in Burunga Sub-County, Kazo District. This aims at enhancing the government policy of having a seed school in every subcounty to enhance Uganda’s education sector.

The function took place yesterday at the school premises and was officially launched by the district political and technical teams lead by the Chief Administrative Officer, Al Hajj Badru Mayanja, Capt. Yahaya Kakooza the Resident District Commissioner and the LCV Chairman of Kazo District.

This initiative is supported by the district technical staff and local leaders to ensure that the project is well executed and quality work is delivered.

The leaders also launched the construction of two classroom blocks and an office at Kiguma Primary School in the same sub county worth Shillings123 million.

The District Education Officer,Robert Agume Rwabwizi, urged contractors from Kaleeta Construction Limited to ensure quality work.

Samuel Rumari, chairperson of LCIII for Burunga Sub-County, thanked the district leadership for these initiatives and called for ongoing efforts to improve education.

Capt. Yahaya Kakooza, the resident district commissioner of Kazo, encouraged parents to practice family planning so that they produce children they are able to provide for.

Head teachers Atwijukire Yoweri of Burunga Seed Secondary School and Ampaire Nicholas of Kiguma Primary School expressed gratitude to the government for the projects and pledged to supervise them in order to ensure that credible work is delivered.

Stolen cow slaughtered on the roadside-Kazo

Police in Kazo district are searching for unknown thieves who stole a cow from Aston Nsiima, the Kazo Town Council National Resistance Movement’s Registrar and Vice Chairman. The incident occurred on Monday morning in Byeshembe Ward when Nsiima went to milk the cow and could not find it in the farm.

After a brief search, the cow’s remains were discovered along the Ibanda-Rushere road where it had been slaughtered and its parts removed. Nsiima valued the cow at Shs 5 million, considering its milk productivity and overall condition. He noted that this was a new trend in the area as the meat was stripped from the bones, leaving them and the unborn calf behind.

Nsiima urged residents to unite against this growing issue while locals called on authorities to intervene and help combat cattle theft in the area.

Police Unveil New Sub-County Policing Model to Strengthen National Security

In an effort to enhance security nationwide, the Uganda Police Force is set to implement a new sub-county policing model. This initiative was announced on Tuesday October 2,2024 by SCP Musana John Geoffrey, the Deputy Director in charge of Construction Estates and Land Management in the Directorate of Logistics and Engineering of the Uganda Police Force. This was during the commissioning of a new Central Police Station in Sheema district.

The new model will entail closing existing police stations in various sub-counties and consolidating operations into a single, well-equipped sub-county police station. Musana acknowledged the current shortage of personnel but assured that recruitment efforts are underway to address the staffing challenges faced by police posts.

During the announcement, Sheema district Deputy Resident District Commissioner Sam Orikunda revealed that domestic violence has become a significant concern in the district often leading to land disputes that can escalate into murder. He urged religious leaders to engage in counseling within family units to help mitigate these issues.

Additionally, Dicksons Kateshumbwa, the Member of Parliament for Sheema Municipality cautioned police officers to avoid mismanagement of case files and emphasized the importance of effectively managing crime in the area.

34 Years ago Today, Rwigyema’s candle burned out

On October 1,1990 over 10,000 National Resistance Army troops invaded the northern part of Rwanda with intentions to oust the then President of the country, Pasteur Bizimungu. and force their return into their country of origin.

This invasion was commanded by Maj.Gen. Fred Gisa Rwigyema. He and his soldiers attacked Rwanda through the border points at both Byumba and Naguma .Sadly on the second day of the invasion, Rwigyema died under mysterious circumstances. Today, October 2,2024,marks 34 years since his fall.

Those who fought alongside him and those he led all refer to him as “god of war” because of his special attributes at the frontlines but who was Rwigyema?

Fred Gisa Rwigema, born Emmanuel Gisa on April 10, 1957, was a prominent Rwandan military officer and the revolutionary founder of the Rwandan Patriotic Front (RPF). This political and rebel group was established by Rwandan Tutsi exiles, descendants of those displaced during the 1959 Hutu Revolution.

Born in Gitarama, Rwanda, Rwigema’s family fled to Uganda in 1960 settling in a refugee camp in Nshungerezi after the Rwandan Revolution. After completing high school in 1976, he joined the Front for National Salvation (FRONASA) in Tanzania. This was a rebel group led by Yoweri Museveni and adopted the name Fred Rwigyema. He later fought with FRELIMO rebels in Mozambique against Portuguese colonial rule.

In 1979, he joined the Uganda National Liberation Army (UNLA) and participated in the overthrow of Idi Amin. Rwigyema then joined Museveni’s National Resistance Army (NRA), engaging in the Ugandan Bush War against Milton Obote’s government where he fought alongside future RPF leaders, including Paul Kagame.

After the NRA took power in 1986, Rwigyema became Deputy Minister of Defence, actively participating in military operations against residual forces of the ousted regime. By 1985, he had risen to a significant military leader being commissioned as a Major General alongside Museveni. Known as “Mungu wa vita” (“god of war”), he gained respect for his leadership and integrity in counterinsurgency operations in northern Uganda.

On October 1, 1990, Rwigema led a splinter group of 10,000 NRA troops in an invasion of northern Rwanda, initiating the Rwandan Civil War. He was shot and killed on the second day of the conflict under disputed circumstances; official accounts stated it was a stray bullet while some historians suggest he was killed by a subordinate during a tactical disagreement. His death was kept secret for a month to maintain morale among troops.

Rwigyema is regarded as a national hero in Rwanda and is buried at the Heroes Cemetery in Kigali.

Iran Launches Missile Barrage Against Israel, Escalating Regional Tensions

Iran has launched approximately 180 missiles towards Israel in a significant attack marking the second offensive this year following a similar barrage in April. Israeli military officials reported that most missiles were intercepted, some struck Israeli territory causing damage to military bases, restaurants and schools.

The Iranian missile attack is said to be a retaliation for the killing of key Iranian figures including IRGC commander Abbas Nilforoshan and Hezbollah leader Hassan Nasrallah. Iran’s Islamic Revolutionary Guard Corps (IRGC) claimed that 90% of their projectiles hit their intended targets notably using hypersonic missiles for the first time.

While Israeli defenses including the Iron Dome and other advanced systems like David’s Sling and Arrow interceptors successfully thwarted most incoming missiles. The Palestinian civil defense authority reported one fatality in Jericho from falling debris.

In response to the missile strikes, U.S. President Joe Biden reaffirmed support for Israel ordering military assistance to aid in missile interceptions. The Pentagon confirmed multiple interceptions by the U.S. Navy and UK forces reportedly assisted in defense efforts as well.

As tensions escalate, Netanyahu indicated that Iran would “pay for” this attack and warned of potential retaliation. Meanwhile, Iran’s IRGC threatened a more severe response should Israel retaliate. The Israeli military has also intensified air strikes on Hezbollah targets in Beirut issuing evacuation warnings to residents in affected areas.

Khamenei Blames Western Influence on Regional Tensions

Iran’s Supreme Leader, Ayatollah Ali Khamenei, met with a group of elites in Tehran today attributing regional tensions and conflicts to “the US and some European countries,” which he accused of falsely claiming to bring peace. He urged them to “get lost” from the region for peace to prevail.

Despite mourning the death of Hezbollah leader Hassan Nasrallah, Khamenei continued with the meeting emphasizing that mourning serves as a “reviving and driving” force for Iran. Reports indicate that he ordered a missile launch at Israel this week resulting into around 200 ballistic missiles being fired and making interception challenging due to their speed and trajectory.

The recent missile attack which came in contrast to Iran’s previous assault in April where approximately 300 missiles were launched, saw US and UK forces intervening and successfully intercepting many of the incoming threats.

The situation remains dire for civilians in Lebanon with the Lebanese Prime Minister reporting nearly one million displaced individuals due to ongoing Israeli airstrikes. Many are forced to sleep outdoors as emergency shelters are overwhelmed. Residents express desperation over worsening conditions facing extreme cold and a lack of basic resources.

In Israel, the Defense Forces have warned communities in Haifa and Western Galilee of rocket fire from Lebanon. Alerts were issued for approximately 25 villages in southern Lebanon urging evacuation to ensure safety amid ongoing conflict.

Ibanda: Court Sentences 2 Men for Shop Breaking and Theft

The Ibanda Grade One Magistrate’s Court has sentenced two individuals to significant periods of incarceration for the offenses of shop breaking and theft.

Frank Bagumirabingi and Ambrose Dembe, both residents of Bufunda cell in Bufunda Division, Ibanda Municipality, were sentenced by Her Worship Magistrate Esther Murungi. Bagumirabingi, 28, received a sentence of 28 months for shop breaking and an additional 28 months for theft, to be served consecutively. Dembe, 24, was sentenced to nine months for each count, also to be served consecutively.

The custodial sentences will be reduced by the eight months the convicts had already spent on remand at Nyabuhikye Prison, as stipulated by the court.

It is notable that the sentences imposed were significantly less than those sought by the prosecution. Prosecutor, Tian Emmanuel had argued for the maximum allowable sentences of eight years for shop breaking and ten years for theft for each defendant.

Both defendants were found guilty of breaking into the shop owned by Henry Biryomumaisho on Mpiira Road in Ibanda Town on January 27 from which they stole several items, including a television set, sugar, rice, salt and cooking oil.

Following the sentencing, Biryomumaisho, the complainant expressed that he found the sentences to be “fair.”
