UPDF Denies Allegations of Violence and Political Involvement-Buhweju
The Uganda People’s Defence Forces (UPDF) has clarified the circumstances surrounding the arrest of three of its personnel, Lt. Col. (Rtd) James Tumusime, Lt. Robert Ssebuya and Staff Sergeant Chandiga Geoffrey in Buhweju district on 16th July 2025. The soldiers were initially apprehended by the Uganda Police Force on allegations of political involvement and violence but were later taken into custody by the UPDF for further investigation.
According to Maj. Kiconco Tabaro, the Public Information Officer of the UPDF 2nd Infantry Division, preliminary findings reveal that the officers were indeed detained on allegations of violence and political interference. However, subsequent investigations have established that the officers did not commit such acts.
Maj. Tabaro explained that Lt. Col. (Rtd) James Tumusime, a retired officer was released unconditionally on 18th July 2025 and is free to engage in lawful civilian activities including partisan politics. Further inquiries confirm that since his release, there is no evidence suggesting involvement in any violent or political activities.
He detailed the events leading up to the incident, ” Lt. Col. Tumusime had visited a friend, Eng. John Bosco Karisa and spent the night at his residence. On his way back to Rukungiri, his vehicle broke down in Buhweju, prompting him to call Lt. Ssebuya who brought a new clutch plate and repaired the vehicle. As they attempted to leave Buhweju via Bushenyi their vehicle was blocked from both front and rear by unidentified persons”, revealed Kiconco.
Maj. Kiconco stated that Lt. Col. Tumusime contacted the Buhweju District Police Commander (DPC) for assistance. Police arrived and attempted to clear the blockade but instead arrested him, Lt. Ssebuya and Staff Sergeant Chandiga Geoffrey after informing Hon. Karisa of the situation. The three officers were initially taken to Buhweju Central Police Station before being transferred to UPDF custody. All three have since been released with Tumusime freed unconditionally.
Maj. Kiconco emphasized that the individuals who blocked the officers have exaggerated the incident and politicized it, falsely accusing the soldiers of violence. He condemned the mismanagement of the scene which has contributed to misinformation and a smear campaign against UPDF personnel aimed at political ends. He further stated that the accusations against the officers are baseless and investigations into the incident will continue to uncover the motives behind the false allegations.
